This opportunity involves a comprehensive building renovation and site improvement project at the FAA's London, OH ARSR (QWO) facility. - Government Buyer: - Federal Aviation Administration (FAA) - Central Service Area, Engineering Services (AJW-2C18D) - Aeronautical Center, AAQ-720 Diversified Franchise Acquisition - Scope of Work: - Removal and replacement of exterior vinyl siding - Lead paint remediation on exterior CMU walls - Masonry wall repairs, including in-filling, repointing, sealing, and painting - Installation of a galvanized steel canopy - Removal of interior wood paneling and construction of new metal stud walls with gypsum board - Replacement of electrical switches and receptacles with surface-mounted EMT - Replacement of security window and installation of bars - Demolition of existing kitchen and construction of a new break area with plumbing and electrical (including tankless water heater) - Restroom replacement with new tankless water heater - Repair and replacement of flooring and ceiling tiles - Asbestos abatement (approx. 375 sq. ft. of floor tile) and third-party air quality testing - Demolition and removal of an existing storage shed, including electrical decommissioning and concrete foundation removal - Asphalt cutting, removal, trench backfilling, and asphalt replacement - Construction of a new concrete pad and prefabricated steel building (approx. 20'x25'x10'), painted white with black doors, including a coiled roll-up door - Installation of automatic gate opener with electrical and signal wiring, concrete foundation, grounding, and testing - Grounding of steel doors and roll-up doors to existing ground loop - Products/Materials: - Prefabricated steel building (approx. 20'x25'x10') - Automatic gate opener system - Tankless water heaters - Coiled roll-up door (10'x8') and steel doors (3'x7') - Concrete and asphalt materials for foundation and paving - Unique/Notable Requirements: - All asbestos abatement must be performed by a State of Ohio approved company with required documentation and third-party air quality testing - Strict adherence to FAA operational continuity, safety, environmental, and quality standards - Compliance with FAA Acquisition Management System (AMS) and System for Award Management (SAM) registration - Project is set aside for total small business - Performance and payment bonds required - Estimated contract value: $230,000 to $400,000 - OEMs and Vendors: - No specific OEMs or proprietary brands are named; products such as steel buildings, automatic gate openers, and tankless water heaters are specified by type and function, not by manufacturer - Hazardous Materials: - Asbestos-containing material (white sealant on ductwork) - Lead-based paint on exterior walls - Period of Performance: - Work must begin within 15 days of notice to proceed and be completed within 120 days - Monthly progress payments available

Description

The Federal Aviation Administration (FAA) has a requirement for a building refurbishment at the London, OH ARSR (QWO)

The Contractor shall provide all labor, materials, equipment, transportation, insurance, notifications, licenses, permits, fees, and supervision necessary to perform the work described in the attached Scope of Work and other attachments posted to this announcement.

The Acquisition Management System (AMS) applies to FAA in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law.

It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this solicitation (SIR).

Site visit instructions can be found in the SIR: Clause 3.2.2.3-63 Site Visit (Construction).

All questions regarding the project/scope of work/plans must be received in writing to Jason Fox @ Jason.A.Fox@faa.gov no later than 5:00 p.m. CT on July 22, 2026 to allow for responses to be provided prior to due date for receipt of proposals.

Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers July 31, 2026. Reference AMS Clause 3.3.1-33, paragraph (d), “if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.”

In addition, offerors must complete and return the attached forms by closing date. The forms are provided as separate documents under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility.

E-mailed proposals must be received by Jason Fox, @ Jason.A.Fox@faa.gov, no later than 5:00 p.m. CT, July 31, 2026 and must contain 6973GH-26-R-00078 as part of the e-mail subject line.

Any responses received after 5:00 p.m. CT, July 31, 2026, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible.

As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held.

Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process.

This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
