North Chicago, IL. 60064-3048 100% SDVOSB Set Aside Commercial Services FAR Part 12 Lowest Price Technically Acceptable (LPTA) Base + Three Option Years

1. Description This is a combined synopsis/solicitation issued in accordance with FAR 12.603. The Department of Veterans Affairs, Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL, intends to award a Firm Fixed Price (FFP) contract for EBSCOhost medical and research database subscription services. This requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) set aside, and only quotes from certified SDVOSBs listed in VetCert will be considered. No additional written solicitation will be issued.

2. Scope of Work The contractor shall provide subscription access to EBSCOhost databases hosted on EBSCO servers. The subscription shall allow unlimited simultaneous user access for FHCC staff, its affiliated Community Based Outpatient Clinics (CBOCs), Navy Branch Clinics, and remote users through LibLynx (VALNET). Required Proprietary Databases (Available Exclusively from EBSCO) SPORTDiscus with Full Text Education Research Complete Dentistry & Oral Sciences Source EBSCO Discovery Service eBook Subscription: Nursing Collection Alt HealthWatch Health Source: Consumer Edition Military and Government Collection All locally subscribed EBSCO content shall automatically integrate at no additional cost.

3. Performance Requirements Access Requirements Accessible on VA provided computers across FHCC, CBOCs, Navy Branch Clinics, and remote access portals. Continuous 24/7 availability except during scheduled maintenance. Operational Uptime Minimum 95% availability during normal operating hours (8:00 am 4:30 pm CST, Monday Friday). Response Requirements Tech support response to FHCC within 1 hour of issue notification (normal hours). Field Service Engineer (FSE) must contact COR within 2 hours of notification. Technical help available 24/7. Conformance Standards All work shall meet: VA safety standards Industry and manufacturer standards All applicable state, local, and federal requirements

4. Period of Performance Base Period: 08/01/2026 07/31/2027 Option Year 1: 08/01/2027 07/31/2028 Option Year 2: 08/01/2028 07/31/2029 Option Year 3: 08/01/2029 07/31/2030 Option Year 4: 08/01/2030 07/31/2031

Contract Line-Item Numbers (CLINs) CLIN 0001 Base Year: EBSCO Subscription Services (FFP) CLIN 1001 Option Year 1: EBSCO Subscription Services (FFP) CLIN 2001 Option Year 2: EBSCO Subscription Services (FFP) CLIN 3001 Option Year 3: EBSCO Subscription Services (FFP) Contractors must enter pricing for all CLINs.

6. Evaluation Criteria LPTA Award will be made to the Lowest Price Technically Acceptable (LPTA) SDVOSB offeror. Factor 1 Technical Acceptability (Pass/Fail) Vendor must confirm ability to provide all required proprietary EBSCO databases and meet all uptime, access, response, and compatibility requirements. Factor 2 Past Performance (Pass/Fail) Recent, relevant experience providing database subscription services. Neutral ratings are acceptable. Factor 3 Price Lowest total evaluated price among technically acceptable SDVOSBs.

7. Vendor Submission Requirements Quotes must include: Completed Pricing Table Technical Submission addressing SOW requirements Past Performance (1 3 examples or Neutral ) Active SDVOSB certification in VetCert Completed FAR 52.212 3 Representations and Certifications (or SAM equivalent)
