This opportunity is a formal solicitation from the Military Sealift Command (MSC), part of the Department of the Navy, for the charter of up to three self-sustaining roll-on/roll-off (Ro/Ro) vessels to transport military cargo. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC) - Strategic Sealift Program Support Office, N103A, MSC Norfolk - OEMs and Vendors: - No specific OEMs or vessel manufacturers are named; open to U.S. or foreign flag vessel owners/operators - Products/Services Requested: - Charter of up to three Ro/Ro vessels, each capable of: - Carrying at least 120,000 square feet of military cargo (including wheeled vehicles, tracked vehicles, breakbulk, hazardous cargo, explosives, ammunition, containers) - Achieving a minimum laden speed of 15 knots - Being self-sustaining (able to load/unload cargo without external equipment) - Associated services include: - Submission of vessel data (IMO, INMARSAT, call letters) - Compliance with government inspection and reporting requirements - Fuel consumption reporting and testing - Readiness and off-hire provisions - Force protection measures (up to 12 armed personnel) - Option for contractor security team if required - Reimbursable shipment coordination for DRAKE c-UAS system if requested - Unique/Notable Requirements: - Vessels must be available for worldwide operations, including hazardous and sensitive military cargo - Detailed stow plans and vessel certificates required - Multiple awards possible; up to three vessels may be chartered - Charter period is approximately 28 days per vessel, with options to extend up to 6 months - Delivery port: Beaumont, Texas; Redelivery port: Gdynia, Poland - Procurement is unrestricted and open to both U.S. and foreign flag vessels - Government may exercise options at its sole discretion - Compliance with MSC instructions and force protection requirements is mandatory
