Description

PRE-DEMOLITION SURVEY VARIOUS BUILDINGS Marine Corps Air Station in Yuma, Arizona. The objective of this Performance Work Statement (PWS) is to plan and complete the environmental sampling of excess facilities at the specified installation. The structures of concern are listed in Table I. The sampling will identify and determine the extent of Asbestos-Containing Materials (ACM) and Other Regulated Materials (ORM). Additionally, the Contractor shall complete a Waste Stream Analysis for RCRA 8 metals, Lead-Based Paint (LBP), and PCBs-in-paint for those parts of the structure currently identified as potentially having painted components.Following sampling, the Contractor shall be able to characterize and quantify the environmental contamination present to the extent necessary for demolition planning and waste disposal profiling. The Contractor shall identify the methods required to abate, remove, and dispose of said contamination in a safe manner. All sampling shall be planned and performed in accordance with applicable Federal, State, and local regulations. All recommendations for follow-on actions shall also be in accordance with Federal, State, and local regulations.The results of the site investigation and sampling effort will be provided in a comprehensive Pre- Demolition Assessment Report encompassing all assessed facilities. The Contractor’s proposed schedule, submitted with their proposal, shall establish the timeline for laboratory testing, analysis, and the final report submittal.The intent of this contract’s effort is to provide comprehensive sampling for all ACM/ORM materials, including the facility exterior, roof, basements, and crawl spaces. The Contractor shall make every reasonable effort to access these areas when present in each facility. The Report will specifically address any areas within the structures that were not accessible during the survey, detailing the size of the area not accessed and the current or immediate previous use of the area not sampled.
