This opportunity is for the supply and delivery of spill containment berm systems and related accessories to the U.S. Army's 16th Sustainment Brigade in Grafenwoehr, Germany. - Government Buyer: - U.S. Army, 16th Sustainment Brigade, Regional Contracting Office (RCO) Bavaria - Products Requested: - Spill containment berm systems (minimum 10,175 gallon capacity, 12 ft x 81 ft, 18-inch walls, drive-through design, reinforced seams, fuel- and weather-resistant fabric) - Total quantity: 60 units (per technical attachment), with a separate line for 30 units (per solicitation summary) - Crates for shipment (each crate holds 5 berms, forklift-movable) - Total quantity: 12 crates (per technical attachment), with a separate line for 6 crates (per solicitation summary) - Heat-weld repair kits (1 per 10 berms, for field repair) - Total quantity: 6 kits - Optional items: - Standard non-woven geotextile underlayment (sized to berm) - Premium 18 oz. vinyl underlayment (for high-frequency mobile operations) - Track mat protection systems (set of two mats per berm, extends 2 ft beyond entry/exit) - Notable Requirements: - Berms must support M344 Bulk Fuel Distribution System semitrailers - Fabric must resist JP-8, diesel, oils, hydraulic fluids, UV, abrasion, and temperature extremes - Delivery required to Grafenwoehr, Germany, within 90 days of contract award - Offerors must provide technical specifications and compliance certifications - No specific OEMs or brands are named; the requirement is open to all qualified manufacturers - The procurement is a Firm Fixed Price contract and is unrestricted (full and open competition)

Description

409th Contracting Command, 928th Contracting Battalion (CBN)/ Regional Contracting Office Bavaria (RCO) issues a solicitation for the delivery of Spill Containment Berms and Crates, at United States Army Garrison, USAG Bavaria, Grafenwoehr, Germany.

The resultant contract will be a Firm Fixed Price (FFP), type commercial purchase order. This requirement will utilize low price technically acceptable in determining the successful offer. 

The FOB will be DESTINATION USAG Bavaria, Grafenwoehr, Germany.

Offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from sam.gov and frequently monitor sam.gov for any amendments.

A bidders list will not be maintained.   Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.

Offerors interested in submitting proposals must complete the entire solicitation document to include representations and certifications, provisions and clauses, and provide all product technical specification documentation and technical compliance certifications and ensure current registration in the SAM system at https://www.sam.gov/portal/public/sam.

The Government is releasing the solicitation under full and open competition, but the Government reserves the right to delay or cancel the solicitation at any time prior to the award. This solicitation is posted along with all attachments and detailed instructions.
