Description

DESCRIPTION OF REQUIREMENT

The 411th Contracting Support Brigade, Korea, has awarded an interim, 10-month transitional requirements contract to Global Systemized Industry Co., Ltd. (GSI) for Between-Change-of-Occupancy Maintenance (BCOM) Services at Camp Humphreys, South Korea.

The contractor will perform comprehensive custodial and minor maintenance services for approximately 1,111 Army Family Housing (AFH) units, including high-rise apartments, senior officer quarters, and general flag officer quarters. Specific services under this contract include:

Change of Occupancy Cleaning (COC): Highly detailed and rigorous deep cleaning of vacant family housing units, including complete sanitization of built-in appliances (ovens, refrigerators, dryers, dishwashers, cooktops), vents, diffusers, and balconies. Change of Occupancy Maintenance (COM): Minor repairs, troubleshooting, and replacement of fixtures (faucets, light bulbs, range hood filters, cabinets, and appliances) to restore units to move-in readiness. Change of Occupancy Painting (COP): Interior surface preparation, patching, general painting, and specialized touch-up painting matching exact color codes on walls, ceilings, and trims. Common Areas & Ground Maintenance: Dedicated routine and emergency custodial cleaning of corridors, lobbies, elevators, stairwells, and surrounding grounds, as well as wood staining (oil staining) of backyard patios, wood fences, and epoxy work for garages. Customer Service & Emergency Response: 24/7 service call desk operations to rapidly prioritize and address emergency maintenance and water damage containment issues.

 JUSTIFICATION FOR LIMITING COMPETITION

This contract action was executed utilizing other than full and open competition under the statutory authority of FAR 6.302-2 / RFO FAR 6.103-2 (Unusual and Compelling Urgency).

The previous broader Army Family Housing (AFH) services contract (W91QVN-24-D-0122) experienced severe, ongoing contractor performance deficiencies. To avoid a complete failure of the housing turnaround mission during the critical summer Permanent Change of Station (PCS) peak turnover season (July and August), the Government descoped the BCOM requirements effective 4 June 2026.

Due to the immediate service gap and the critical need for a fully mobilized, technically competent contractor on-site no later than 1 July 2026, the standard public advertising period on SAM.gov was bypassed. To ensure maximum competition practicable under these urgent circumstances, the Contracting Officer directly solicited written proposals from five (5) highly qualified, pre-identified sources with known expertise in USFK installation housing contracts. Direct negotiations successfully reduced the initial proposals to a fair and reasonable price of ₩2,215,235,872 KRW, securing the best value for the Government and protecting the quality of life for service members and their families.
