Description

1.0 INTRODUCTION & DISCLAIMER

This is a Request for Information (RFI) conducted as market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This RFI is issued solely for information and planning purposes—it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request does not commit the U.S. Government to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this RFI.

2.0 BACKGROUND

The Department of Defense (DoD), supporting U.S. forces in Japan, is conducting market research to identify qualified vendors capable of providing, delivering, and potentially maintaining Portable Anti-Ram Vehicle Barriers. These systems will be utilized for temporary/expedient perimeter security, access control points (ACPs), and Hostile Vehicle Mitigation (HVM) at various installations across Japan to include Okinawa.

3.0 CAPABILITY REQUIREMENTS

The Government is seeking commercial-off-the-shelf (COTS) or custom-fabricated barrier systems that meet the following minimum technical requirements:

Crash Rating Certification: Systems must be physically crash-tested and certified to ASTM F2656 standards (minimum M30 P1/P2/P3, preferably M40 or M50). DoD Barrier List: For COTS items, the system should ideally be listed on the current USACE Protective Design Center (PDC) DoD Anti-Ram Vehicle Barrier List. Portability & Deployment: Barriers must be designed for temporary or rapid deployment. Examples include: Modular, pin-together steel barriers (e.g., passive "hedgehog" or modular fence designs). Drop-arm or wedge mobile barriers (trailer-mounted or heavily wheeled). Unanchored mass/inertial systems requiring minimal foundation work. OCONUS Support: The vendor must be capable of shipping to, or manufacturing within, Japan. Vendors with existing support infrastructure, maintenance capabilities, or distribution networks in the INDOPACOM AOR (specifically Japan) are highly desired.

4.0 REQUESTED INFORMATION

Interested parties are requested to submit a capability statement (no more than 5 pages) addressing the following:

Company Profile: Company name, point of contact, address, CAGE code, Unique Entity ID (UEI), and business size standard (if applicable). Product Line / Specifications: A brief overview of the portable/mobile barriers you manufacture or distribute that meet the requirements in Section 3.0. Please explicitly state the ASTM F2656 rating and whether the barrier is on the USACE PDC Approved List. Manufacturing & Logistics: Specify where the items are manufactured (to assess Buy American Act / Balance of Payments Program compliance). Provide estimated manufacturing and shipping lead times for delivery to mainland Japan or Okinawa.
