Description
In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the James A. Haley VA Medical Center intends to negotiate a sole-source award with Scientific Respiratory Equipment Inc. (SCIREQ), located at 6600 Saint-Urbain, Suite 300, Montreal Quebec, QC H2S 3G8. SCIREQ is the manufacturer to supply and support the inExpose Exposure System. It will be used to aerosolize the dioxin Tetrachlorodibenzo-p-dioxin (TCDD) and diesel particulate matter (DPM) for administration to mice. This will allow for a more accurate representation of how military personnel are exposed to these hazards when in the field. Due to the nature of this system, no other vendor is qualified to provide or install compatible replacement components or perform associated repairs without compromising the integrity, certification, and warranty of the system. SCIREQ inExpose compact system and ability to test 10+ mice at one time will reduce delays in testing for hospital staff. Their unique expertise and authorization are necessary to maintain the system's operational reliability, code compliance, and warranty status. Therefore, SCIREQ is recommended as the sole source provider for the inExpose exposure system and associated system components, ensuring continuity of service, adherence to code, and protection of the system s certification status. This requirement covers the exposure system at the James A. Haley VA Medical Center, located at 13000 Bruce B. Downs Blvd, Tampa, FL 33612. The North American Industry Classification System (NAICS) code for this procurement is 339112, with a size standard of 1000 employees. This notice of intent is not a request for quotations. ** Interested parties that believe they possess the capability and qualifications to meet these requirements may identify their interest and submit capability statements. All submissions must be received no later than **10:00 AM EST on July 15th, 2026. Information submitted in response to this notice will be provided at no cost or obligation to the Government. No formal solicitation will be issued. Responses received will be evaluated; however, the Government reserves the right to proceed with the sole-source negotiation with SCIREQ if no acceptable responses are received. The determination not to compete this proposed procurement is at the sole discretion of the Government.
