This opportunity is for comprehensive maintenance, repair, and improvement of tactical infrastructure (TI) assets in the El Paso and Big Bend North Sectors, Texas, for U.S. Customs and Border Protection (CBP) under the Department of Homeland Security. - Government Buyer: - Department of Homeland Security, U.S. Customs & Border Protection, Information Technology Contracting Division, and Program Management Office Directorate (PMOD) - Scope of Services: - Scheduled and unscheduled maintenance of roads, bridges, fences, gates (including concertina/razor wire), border lighting, electrical systems, drainage and grate systems, tunnel remediation, vegetation control, debris and pest removal, shelters, and generators - Routine and urgent repair services, including after-hours response for critical infrastructure - Specialized services for animal burrow repair, bee hive removal, and dead animal disposal - Weekly, quarterly, and monthly inspection and maintenance of hundreds of gates and grates - Products/Equipment Requested: - Extensive list of heavy equipment and materials, such as storage containers, travel trailers, backhoes, bucket trucks, excavators (including long reach), dozers, dump trucks (various sizes), graders, forklifts, man lifts, skid steers (with various attachments), mowers, hydro mulchers, road reclaimers, water trucks, welding rigs, and more - No specific OEMs or part numbers are named; equipment is described by type and function - Notable Requirements: - Contract is a hybrid type (firm fixed price and fixed unit price CLINs) with a base year and four one-year options, plus a possible 6-month extension - Only vendors who attended mandatory site visits are eligible to submit proposals - Unscheduled maintenance tasks are capped at $750,000 per activity - Key personnel must have specific certifications and roles (e.g., Senior Program Manager, Quality Control Manager, Safety Manager) - Detailed reporting and quality control required, including use of the ILSS Maximo system - Estimated total value for unscheduled maintenance is approximately $31.4 million over the contract period - No OEMs or specific vendors are identified in the solicitation or attachments
Description
CBP is acquiring contractor services 8(a) set aside) to perform maintenance, repair and improvement services for El Paso (EBT) and Big Bend North (BBT) assets in the El Paso Sector, in the following categories: roads and bridges; fence and gates (including concertina wire); vegetation control; debris removal; border lighting and electrical; drainage and grate systems; and tunnel remediation. These services will be required for CBP’s tactical infrastructure EBT BBT assets within the El Paso Sector in El Paso, Texas.
Maintenance:
Work required to preserve TI assets or equipment in such a condition that it may be effectively utilized for its designated purpose. Work to restore an existing asset to pre-existing condition so that it may be effectively utilized for its designated purpose. Work that enhances the mission and functional capabilities of an asset through an addition, expansion, or adaptation. Work effort will be confined to the existing TI footprint. Unscheduled (see below) work that exceeds $750,000.00 will not be executed under this contract.
This is a Single Awrad 5-Year Contract with two (2) execution tiers: 1-Scheduled Maintenance, 2 – Unscheduled Maintenance.
Site visits have been completed and only vendors that attended the site visits will be able to move forward with the proposal process. Those companies that attended the site visits must submit their phase one factor one- Experience submission of the NLT 1700 ET on 15 July 2026.
