The U.S. Air Force at Hill Air Force Base is seeking a contractor to provide a comprehensive enhancement to its existing Giant Voice Emergency Mass Notification System (EMNS). - Government Buyer: - U.S. Air Force, 75th Air Base Wing (75ABW), Hill Air Force Base, UT - Office: 75 ABW/SCOWR - OEMs and Vendors: - SiRcom (manufacturer of Giant Voice system components) - Motorola (manufacturer of radio repeater equipment) - Products and Quantities: - Four (4) SiRcom 16-horn speaker stacks - Three (3) SiRcom single horn speakers (for West Gate, South Gate, Roy Gate) - One (1) Motorola repeater - Three (3) new 55ft wood utility poles - One (1) reutilized metal pole (existing) - Services Requested: - Engineering, furnishing, installation, testing, and integration of all equipment - Removal and disposal of old equipment - On-site maintenance and operator training for government personnel - Unique/Notable Requirements: - All equipment must be SiRcom and Motorola brand (no substitutes) - System must feature open architecture software with health monitoring - Environmental durability and solar power backup required - Compliance with UFC 4-021-01 and all relevant electrical/installation standards - One-year warranty on all new equipment - Site visit and adherence to Statement of Objectives required for proposals

Description

This is a Firm-Fixed-Price contract for a turn-key enhancement to the existing "Giant Voice" Emergency Mass Notification System (EMNS) at Hill Air Force Base, Utah. Please refer to the attached solicitation (FA820126Q0031) and Statement of Objectives (SOO) for the full scope of work, site visit details, and submission instructions.

Site Visits will be conducted at Hill AFB on Wednesday, 29th of July 2026. See attachments for additional information and instructions.

Proposals shall be submitted no later than 2:00 p.m. MDT Friday 07 August 2026. Early proposal submissions are acceptable. Proposal(s) shall be submitted to both POCs below:
