This opportunity is for the supply and installation of Basler DECS-2100 Front-end Retrofit Kits at the Narrows Powerplant, managed by the US Army Corps of Engineers (USACE) Vicksburg District. - Sole source procurement to Basler Electric Company, LLC for three Basler DECS-2100 Front-end Retrofit Kits for Main Generator Units 1-3 - Each kit includes ECM-2 controllers, CISCO Ethernet switches, interactive display panels (HMIs), fiber optic cables, USB hubs, DIN rails, software, factory tests, retrofit drawings, and manuals - Additional items: spare parts (controllers, switches, HMIs), exciter field breakers, bridge control modules, cooling fan assemblies, isolation transducers, and optional I/O modules - Services required: site visits to retrieve and modify settings, installation supervision, commissioning, PSS tuning, model validation testing for NERC MOD-26 compliance, and onsite training for up to 12 personnel - Delivery required within 16 weeks of contract award, with a 1-year warranty on all parts, labor, and workmanship - All installation and commissioning schedules to be coordinated with the Government - Basler Electric is the only OEM specified; procurement is justified as sole source - Commercial competitors could include ABB, Siemens, and General Electric for generator control systems, but only Basler is specified - Estimated contract value likely ranges from $500,000 to $1,200,000 based on scope and typical pricing for similar generator retrofit projects

W912EE The U.S. Army Corps of Engineers - Vicksburg District (USACE-MVK), in accordance with RFO 12.102(a), intends to award a sole source purchase order to Basler Electric Company, LLC (CAGE: 97520) for the supply and installation of Basler DECS-2100 Front-end Retrofit Kits for Main Generator Units 1-3 of the Narrows Powerplant. Refer to attached statement of work for complete requirement details. This is not a Request for Quote (RFQ), and no solicitation is available for this procurement. Nevertheless, any firm or individual that believes it can meet the Vicksburg District’s requirements described herein may submit a capabilities statement, which, if received by 12:00 PM CST on 20 July 2026, will be considered. Responses to this posting must be submitted via e-mail, no phone calls will be accepted. A determination not to compete this purchase based upon responses to this notice is solely within the discretion of the Federal Government.
