THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for Data Innovations Instrument Manager Licenses and Drivers for all analyzers used at Armed Services Blood Donor Center (ASBBC) in accordance with Federal Acquisition Regulation Overhaul (RFO) 12.102(a), for purchases valued at or below the simplified acquisition threshold, only one source reasonably available to:

The objective of this sole source award is to procure Data Innovations Instrument Manager (DI IM) middleware platform for the Armed Services Blood Bank Center (ASBBC) located at U. S. Naval Hospital Okinawa (USNHO), Japan.

The requirement is to procure and implement the Data Innovations Instrument Manager (DI IM) middleware through Locked Core Tech LLC (formally Mission First Solutions LLC) to establish automated bidirectional interfaces between five infectious disease testing analyzers at the Armed Services Blood Bank Center (ASBBC) Okinawa and the Enterprise Blood Management System – Donor (EBMS-D). The DI IM middleware will automate transmission of test orders, specimen data, quality control information, and finalized results between laboratory instruments and EBMS-D, eliminating manual data entry and reducing the risk of transcription and reporting errors. The solution will improve workflow efficiency, enhance data integrity and regulatory compliance, minimize turnaround time for infectious disease testing, and support the rapid release and availability of donor testing results for blood product processing and distribution operations.

Only two sites within the DoD maintain donor infectious disease testing capabilities: Lackland AFB Blood Donor Center and ASBBC Okinawa. This severely limits the Government’s options for middleware solutions, as interoperability and standardization between these two sites is critical to mission readiness. Currently, technicians at ASBBC Okinawa are required to manually enter results, a process that introduces safety concerns due to transcription errors, and requires two technicians to verify results.

Locked Core Tech LLC, utilizing the Data Innovations Instrument Manager (DI IM) middleware platform, is the only known source capable of providing a fully validated and DoD-acceptable middleware solution that interfaces multiple blood donor infectious disease analyzers with the Laboratory Information System (LIS) while satisfying all Department of Defense cybersecurity, Defense Health Agency (DHA) accreditation, and enterprise interoperability requirements.

Services will be performed at the ASBBC Okinawa facility, with a combination of onsite (minimum of one week during initial implementation) and remote support thereafter.

Based on market research, Locked Core Tech, LLC is the only source that can meet the Government’s minimum requirements for the DI IM middleware platform.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and convincing evidence that clearly demonstrates the capability to provide the required services to USNHO. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
