Description
USTRANSCOM anticipates issuing a solicitation on behalf of the Defense POW/MIA Accounting Agency (DPAA) for rotary-wing aviation support in Papua New Guinea. To support the accounting of missing Americans, the contractor shall provide all labor, equipment, mission planning, and emergency medical evacuation capabilities to execute up to three recovery missions per year, varying from 14 to 90 days.
The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract (Firm-Fixed Price and Time & Materials elements) via full and open competition. Proposals will be evaluated in accordance with the Addenda to FAR 52.212-1 and FAR 52.212-2. The incumbent is Pacific Helicopters Limited (CAGE: SK287).
The anticipated period of performance is a 12-month base period (1 July 2027 through 30 June 2028) with four one-year options through 30 June 2032, and will include FAR clause 52.217-8, Option to Extend Services.
This commercial acquisition will be conducted under FAR Part 12 and FAR Part 15. The Request for Proposal (RFP) will be posted to SAM.gov on or about 17 July 2026. No hard copies will be issued. Noncompliance with the RFP may result in proposal elimination. All responsible sources may submit a proposal, which shall be considered by USTRANSCOM/TCAQ-C.
