Solicitation: RFP No. 473101 – Relocation Services Organization: Brookhaven Science Associates (BSA), operator of Brookhaven National Laboratory (BNL) for the U.S. Department of Energy (DOE) Issue Date: July 8, 2026 Competition: Full and Open Competition NAICS: 531210 – Offices of Real Estate Agents and Brokers / Relocation Services (Size Standard: $15 Million)

Brookhaven Science Associates (BSA) is seeking proposals from qualified Offerors to administer and manage its Relocation Assistance Program. The selected Contractor will provide comprehensive domestic, international, and Temporary Change of Station (TCS) relocation services, including relocation planning, travel coordination, household goods movement, temporary lodging, home sale and purchase assistance, financial administration, regulatory compliance, reporting, and employee support.

This procurement will be conducted using a Best Value source selection process.

Proposal Submission 

Phase I

Offerors shall submit:

Technical Proposal (Volume 1) Business/Price Proposal (Volume 2) Proposal Pricing Sheet (Enclosure 2)

The Technical Proposal and Business/Price Proposal must be submitted as separate volumes. Proposals shall be submitted electronically to the BSA Contractual Representative with "RFP 473101" in the subject line.

To be considered technically responsive and eligible to advance to Phase II, an offeror must receive a minimum technical score of 70 out of 100 points.

Phase II

Offerors that advance to Phase II will be invited to participate in an Oral Presentation to the Source Selection Board (SSB) via video conference. The Oral Presentation will include a demonstration of the proposed relocation management system and a question-and-answer session. The presentation, including the question-and-answer session, shall not exceed one (1) hour.
