NIST is seeking Ku-band geostationary satellite transponder bandwidth to support a high-precision time and frequency transfer network for 19 national metrological laboratories and technical institutes in North America and Europe. - Government Buyer: - Department of Commerce, National Institute of Standards and Technology (NIST), Time Realization and Distribution Group - Products/Services Requested: - Ku-band geostationary satellite transponder bandwidth service - Non-preemptable, reserved bandwidth - Uplink: 14.0-14.5 GHz; Downlink: 10.95-12.5 GHz - Linear cross-polarization - Compatible with TimeTech SATRE modems - Supports modulation rates of 2.5 Mc/s (approx. 3.75 MHz bandwidth) with options for higher rates (up to 20 MHz) - Service may require single or up to three transponders with cross-strapped beams for transatlantic links - Tariffs or additional charges for foreign-manufactured products (to be quoted separately) - Quantities: - 1 job/service for satellite transponder bandwidth (with options for bandwidth and transponder count) - Unique/Notable Requirements: - Service must be non-preemptable and reserved for the contract period - Cost-sharing among NIST (25%), US Naval Observatory (25%), and Physikalisch-Technische Bundesanstalt (PTB, 50%) - Firm-fixed pricing, FOB destination to NIST Boulder, CO - Evaluation based on technical capability, experience, past performance, and price - Delivery and acceptance at NIST Boulder, CO - Option for tariffs or additional charges for foreign-manufactured products - No specific OEMs or vendors are named in the solicitation - Service must be compatible with TimeTech SATRE modems (highlighting TimeTech as a relevant OEM for modem compatibility)
