NASA Marshall Space Flight Center is seeking to renew software maintenance and support for a suite of HBK (Hottinger Bruel & Kjaer Inc.) BK Connect and PULSE software modules. - Government Buyer: - NASA Marshall Space Flight Center - OEM Highlight: - Hottinger Bruel & Kjaer Inc. (HBK) is the sole manufacturer and provider of the requested software maintenance - Products/Services Requested: - Annual software maintenance and support agreements for multiple BK Connect and PULSE software modules - Each module is a node-locked license, typically one per agreement - Modules include: Advanced Sine Measurements, Modal Analysis (advanced and standard), Data Viewer (advanced and standard), Geometry, Structural Measurements, Correlation Analysis, Frequency Analysis, Data Processing Specialist, Nastran Interface, External File Importers, Hardware Setup (standard and advanced), Order Analysis, Time Data Recorder, Robot Option for Acoustic Test Consultant, CPB Option, Array Analysis, Acoustic Holography, Shock Response Analysis - Part numbers and serial numbers are specified for each module - Unique/Notable Requirements: - All maintenance agreements are for node-locked licenses tied to specific serial numbers - The procurement covers a two-year period of performance - Sole source justification: HBK is the only provider for these software maintenance renewals - Quantities: - Each software module maintenance agreement is for a quantity of one - Period of Performance: - Two-year maintenance and support agreement - No competing vendors or alternative OEMs are mentioned in the solicitation

Description

Synopsis:

NASA/NSSC has a requirement for HBK Software Maintenance. 

NASA/NSSC intends to issue a sole source contract to   HOTTINGER BRUEL & KJAER INC.  under the authority of FAR 12.102(a). It has been determined that   HOTTINGER BRUEL & KJAER INC.  is the sole provider of HBK Software Maintenance

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334511.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/13/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
