Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a Delivery Order under Basic Ordering Agreement (BOA) N00019-23-G-0001 to ELBITAMERICA, INC., 4700 Marine Creek Pkwy, Fort Worth, TX 76179 on a sole source basis for:

Engineering redesign of the Integrated Avionics Processor (IAP) and the production of test assets for demonstration and qualification. The current IAP is facing obsolescence issues with the Peripheral Component Interconnect (PCI) Bridge and the Ethernet Switch within the Display Processing Module (DPM) as well as processing limitations that impact equipment performance within the Map Processing Module (MPM). The redesigned IAPs shall be a form, fit and functional replacement to the legacy IAPs and shall be fully backwards compatible to all MV/CV/CMV-22 Osprey Aircraft. The Delivery Order is in-scope to the terms of the Basic Contract for Design, manufacture, assembly, and test of components for V-22 production and/or prototype hardware or software, and associated data resulting from engineering changes and/or engineering studies performed on the V-22 series aircraft. 

This action is being awarded on a sole source basis to ELBITAMERICA, INC. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” ELBITAMERICA, INC. is the Original Equipment Manufacturer (OEM) of the IAP.  The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items.  Consequently, ELBITAMERICA, Inc. is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received by the close of the Presolicitation notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
