Description
The Pipeline and Hazardous Materials Safety Administration (PHMSA) proposes to modernize and clarify the anomaly response criteria in the Federal pipeline safety regulations for gas transmission and hazardous liquid pipelines. The proposal incorporates improved safety practices based on twenty years of technological development, allowing operators to identify, schedule, and remediate pipeline anomalies more effectively and cost-efficiently. It includes finalizing safety improvements for gas transmission pipelines and extending these changes to hazardous liquid pipelines, along with non-substantive revisions to repair regulations to improve compliance. The proposal aims to enhance pipeline safety, worker safety, and environmental protection while reducing unnecessary excavations and regulatory complexity.
