Description
DESCRIPTION OF SERVICES
The contractor shall provide all labor, materials, equipment, tools, materials, supervision, and services necessary to restore and upgrade the 27 SOSS Video Teleconference system to support Government provided bring-you-own-device (BYOD) laptop connectivity. The completed system shall allow users to connect a Government laptop and conduct video teleconference meetings using Microsoft Teams or other web-based collaboration platforms.
Room 515 VTC System
The existing VTC system includes installed display, camera, audio, and associated connectivity components. The Government has identified that one camera and one television display are not currently functioning as intended due to suspected connection or signal-path issues. The Government understands the physical devices are operational; however, the system does not correctly provide full end-to-end connectivity for video teleconference use. This may be due to wires on the floor around the podium being frayed and damaged due to individuals tripping and stepping on them.
The contractor shall troubleshoot, repair, configure, replace, or provide necessary connection hardware, adapters, converters, cabling, control interfaces, or similar components required to restore system functionality. The contractor shall ensure all connected VTC devices communicate properly and that the system supports laptop-based VTC operation.
Room 119 & 121 VTC System
Rooms 119 & 121 require new, complete, fully functional video teleconferencing systems. The contractor shall furnish and install all equipment, cabling, adapters, mounting hardware, configuration, programming, and incidental materials required to provide laptop-based Microsoft Teams VTC capability in each room. The completed system(s) shall allow Government users to connect a Government-furnished laptop to conduct video teleconference meetings using the room display, camera, microphone, and speaker system.
Room 119 and 121 have a partition separating the rooms but will operate as one VTC system.

A site visit will not be conducted for this requirement. Offerors shall base their quotes on the information provided in this solicitation, including the Performance Work Statement (PWS), VTC diagram, floor plan, room descriptions, and any Government-provided responses to questions. Offerors may submit written questions by the solicitation questions deadline. The Government will provide responses through a solicitation amendment, as applicable.
TESTING AND ACCEPTANCE
Prior to acceptance, the contractor shall demonstrate full functionality of the installed VTC system in each room. Testing shall include, at a minimum, connecting a Government-furnished laptop, joining a live or simulated Microsoft Teams meeting, displaying video to the room display system, receiving camera input from the room camera system, and verifying functional audio input/output between the room and the connected laptop.
The Government will consider the system acceptable when each room can successfully conduct a laptop-based VYC meeting with functional display, camera, microphone, and speaker capability, and when the installation is complete.
**Offerors shall review the PWS and all attachments for the complete requirement. The solicitation description is a summary only. If any inconsistency exists between the solicitation description and the PWS, the PWS shall contract unless otherwise stated by the Contracting Officer.
