Caltrans is seeking qualified title and escrow service providers for on-call, as-needed support in Los Angeles and Ventura Counties for state highway property acquisitions. - Government Buyer: - California Department of Transportation (Caltrans), Division of Procurement and Contracts, Bid Unit - Scope of Services: - Title searches (estimated 3,000 per parcel) - Preliminary title reports (estimated 580) - Litigation guarantees and policies of title insurance - Escrow services for residential and commercial transactions - Document preparation, signing, electronic recording, and disbursement - Copies of additional documents (maps, surveys, etc.) - Statement of record ownership and updates/continuation guarantees - Product/Service Quantities: - Residential and commercial title insurance, litigation guarantees, and escrow transactions across multiple price ranges (see detailed line items) - Fees for document handling and electronic services - Unique Requirements: - Providers must hold a valid California Title and Escrow license issued by the California Department of Insurance - Up to three contractors may be awarded - Strong encouragement for small and micro businesses, and subcontracting at least 25% to certified small/micro businesses - Services must be delivered promptly, with some expedited requests - No specific OEMs or named vendors; solicitation is open to licensed title and escrow companies - Contract term is approximately five years, with service requests placed over three years and completion by the end of the term
