SOURCES SOUGHT NOTICE Paving and Horizontal Construction MATOC Magnitude: Between $100,000,000 and $250,000,000 Set-Aside: 100% Small Business NAICS: 237310 – Highway, Street, and Bridge Construction (Size Standard: $45M)                                                                      

1. DESCRIPTION This is a Sources Sought Notice issued solely for market research and planning purposes. It does not constitute a solicitation, request for proposal, or commitment by the Government. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with responding to this notice.

The U.S. Army Mission and Installation Contracting Command (MICC), Fort Hood, Texas, is conducting market research to identify qualified Small Business firms capable of performing paving and horizontal construction services under a proposed Multiple Award Task Order Contract (MATOC) with a magnitude between $100,000,000 and $250,000,000. This requirement will support recurring and non-recurring paving needs for the Directorate of Public Works (DPW) across Fort Hood.

2. ANTICIPATED CONTRACT INFORMATION • Proposed Contract Type: Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) • Magnitude: Between $100,000,000 and $250,000,000 • Set-Aside: 100% Small Business • NAICS Code: 237310 – Highway, Street, and Bridge Construction • Size Standard: $45M

3. SCOPE OF WORK The scope of this MATOC includes a broad range of paving and horizontal construction tasks. Work may include, but is not limited to:

• Asphalt Paving, Overlays, Milling, Pavement Pulverizing, Seal Coats, and Patching • Concrete Paving, Curbs & Gutter, Flumes, Sidewalks, ADA Ramps, & Incidentals • Roadway Repair and Reconstruction • Parking Lot Construction • Drainage improvements • Earthwork, Base & Sub-base and grading • Subgrade preparation • Debris Clearing/Removal and Cleaning • Clearing, Grubbing & Hauling • Storm Water Pollution Prevention • Storm Drain Systems • Concrete Structures and Miscellaneous • Guardrail Installation and Repairs • Other incidental horizontal construction activities

Task Orders will vary in size and complexity and may require rapid response capability to support mission-critical installation operations on an active military installation.

4. SUBMISSION REQUIREMENTS Interested Small Business firms are invited to submit a Capability Statement that includes the following information:

1. Company Information o UEI, CAGE code, company name, address o Business size and socioeconomic status o Point of contact name, phone, and email

2. Relevant Project Experience (within the last 5 years) o Projects similar in size, scope, and complexity o Include project descriptions, contract values, locations, and periods of performance

3. Bonding Capacity o Single and aggregate bonding limits

4. Technical Capability Narrative o Ability to manage multiple concurrent Task Orders o Experience working on active military installations o Availability of staffing, equipment, and subcontractor resources

5. Joint Ventures / Mentor-Protégé Teams (if applicable) o Provide the JV agreement or Mentor-Protégé documentation o Identify the managing/controlling partner
