This opportunity is for Confined Space Rescue and Rope Rescue Training services for the Naval Station Newport Fire Department, issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) under the Department of the Navy. - Government Buyer: - Department of the Navy, Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) - Office: Naval Station Newport Fire Department - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - Confined Space Rescue Training for up to 16 students - Includes classroom instruction and hands-on practical exercises - Covers hazard recognition, atmospheric monitoring, ventilation, lockout/tag out, rescue procedures, PPE, and roles/responsibilities - 48 hours of confined space search and rescue training - Rope Rescue Training - 32 hours of rope rescue training for up to 16 students - Delivered by two instructors - Pro Board Certification for Confined Space Search & Rescue - Certification can be satisfied by providing training and documentation; testing must be arranged through a third-party Pro Board-Accredited Agency - Certificates of completion and documentation to be provided within 14 days of course completion - Unique/Notable Requirements: - Training must comply with OSHA, NFPA 2500, NFPA 1006, and DoD safety standards - Pro Board certification is required, but the training provider does not need to be a Pro Board-Accredited Agency; third-party testing must be arranged - All training is to be conducted onsite at Naval Station Newport, RI - All materials, instructors, and equipment must be provided by the contractor - 100% small business set-aside under NAICS 611430 - Firm fixed price contract with three CLINs (one for each major service) - Certificates and documentation must be delivered to government POCs within 14 days after course completion

Amendment 0001

The purpose of this amendment is to provide answers to the following industry questions:

Question 1: Does Confined Space Search & Rescue ProBoard Certification require the training provider itself to be a Pro Board-Accredited Agency?

Answer: No

Question 2: If the training provider is not required to be Pro Board-Accredited, can Confined Space Search & Rescue ProBoard Certification be satisfied by providing the required training, practical skills evaluations, certificates of completion, and documentation of competencies achieved?

Answer: Yes

Question 3: If the training provider is not required to be Pro Board-Accredited, is the provider expected to arrange the written and practical testing through a separate third-party Pro Board-Accredited Agency? 

Answer: Yes

Question 4: Or will the Government/NAVSTA FD be acting as the Pro Board Accredited Agency, with the contractor providing the training, practical evaluations, and supporting documentation needed for the students to complete the Pro Board certification process? 

Answer: No

All other terms and conditions remain unchanged.

Please see the attached RFQ and Statement of Work (SOW), the period of performance shall be from date of award to 09/30/2026.
