6. EVALUATION FACTORS (FAR 52.212-2)

FAR 52.212-2 -- Evaluation -- Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Past Recent Performance: The Government will evaluate the offeror's record of performing recent, relevant projects of similar scope, scale, and complexity. Evaluation will focus on quality of service, timeliness, cost control, and overall customer satisfaction. Technical Capability: The Government will evaluate the offeror's technical approach, proposed equipment compliance (meeting or exceeding the Dunham-Bush and WEG motor/pump specs listed in the SOW), certifications of personnel, and capability to perform the repairs safely and in accordance with manufacturer specifications. Communication and Coordination: The Government will evaluate the offeror's proposed plan for managing base access, background check coordination, safety planning (such as LOTO procedures), keeping the facility informed of schedules, and maintaining communication with the COR to minimize disruption to Coast Guard operations. Price: Price proposals will be evaluated for completeness, accuracy, and price reasonableness. Offerors must provide a detailed breakdown of labor and parts/materials.

Relative Importance of Factors: When combined, the non-price evaluation factors—Past Recent Performance, Technical Capability, and Communication and Coordination—are significantly more important than Price. While price is a major factor, the Government reserves the right to award the contract to an offeror who offers a higher-rated technical, past performance, or coordination proposal if it is determined that the technical superiority or lower risk of the offer warrants the additional cost (Best Value Trade-Off).

(b) Options. (Not applicable to this solicitation).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
