The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone, and other Small Businesses interested and capable of providing the services described below. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set-aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561612 Security Guards and Patrol Services with a $29 Million size standard. ****DRAFT*DRAFTDRAFT*DRAFT**** D.1 STATEMENT OF WORK 1. Scope of Work: The purpose of this requirement is to provide professional and courteous, uniformed, and Fire Guard Service for the Department of Veterans Affairs (VA) Southern Arizona VA Healthcare System (SAVAHCS) located at 3601 S. 6th Ave., Tucson, Arizona 85723. Fire Guard Services shall be provided 24 hours per day, 7 days per week, including all holidays. The areas to be secured are Building 2, including the 1st, 2nd, and 3rd floors. The service shall ensure the safety and welfare of patients, visitors, and staff. The Contractor shall furnish all transportation, management, supervision, personnel, equipment, and supplies necessary to provide the services required herein. 2. Coverage: Coverage must begin September 01, 2026, and end August 31, 2029. The Contractor shall provide Fire Guard Services to ensure coverage for the periods stated in the Price/Cost Schedule and as noted in this Statement of Work. Any additional services performed without authorization will be at no additional cost to the Government. Per-hour prices for such services shall match the contract rates during each period of performance. In emergencies, verbal approval can be obtained, but a written proposal must be submitted within 24 hours. All emergencies must be reported to the VA Police, who shall be the Contracting Officer’s Representative (COR) on-site. The Contractor shall provide service on the following holidays and any additional holidays approved by the President of the United States: New Year’s Day — January 1 Martin Luther King’s Birthday — Third Monday in January President’s Day — Third Monday in February Memorial Day — Last Monday in May Juneteenth — June 19 Independence Day — July 4 Labor Day — First Monday in September Columbus Day — Second Monday in October Veteran’s Day — November 11 Thanksgiving Day — Fourth Thursday in November Christmas Day — December 25 3. Personnel: Education/Experience: Must possess a high school diploma or equivalency and have at least two (2) years of experience demonstrating the ability to meet and deal with the general public. Must be proficient in written and spoken English, able to read, understand, and apply printed rules, detailed orders, instructions, and training materials. Must maintain poise and self-control under stress, and be able to construct and write clear, concise, and detailed reports/logs. Successful experience in field supervision (civil, community law enforcement, military law enforcement, security, or guard service) is required. Contractor personnel shall have no criminal record and must undergo a Tier 1 adjudicated background investigation. Employees shall not start work until the investigation is initiated and a favorable adjudication is received. The Contractor shall bear the expense of this background check. Personnel working under this contract shall not be considered VA employees but employees of the Contractor. Guards must have an initiated Tier 1 Security Clearance prior to starting. The Contractor shall submit the paperwork outlined in 18-04 Contractor Investigations, provided by the COR upon award. Each employee shall meet health and physical standards required to obtain and maintain a license by the Arizona Department of Public Safety, at no cost to the Government. The Contractor shall assign a Point of Contact (POC) for ensuring compliance and addressing performance issues. The POC shall be available for on-site reporting if requested. 4. Qualification Requirements of Contractor Personnel: On-Call Supervisor: The Contractor shall provide an on-call supervisor for inspections and problem corrections, available for direct communication during shifts. Supervisors shall have at least two (2) years of successful field supervision experience. The Contractor shall provide contact details of the supervisor in writing prior to performance. Supervisors shall monitor duty hours, ensure proper performance, and ensure guards are in uniform, well-trained, possess necessary permits, maintain liaison with the COR, and keep documentation accurate. 5. Fire Guards Minimum Qualification Standards: Must possess a high school diploma or equivalency. Ability to read, understand, and apply printed rules, detailed orders, instructions, and training materials. Ability to construct and write reports/logs in English. Maintain poise and self-control under stress. Ability to deal professionally with the public. Possess binocular vision correctable to 20/30, be free of color blindness, and capable of hearing ordinary conversation at 15 ft. Be physically able to stand and walk for extended periods, perform all duties, and be free of communicable diseases. Documented TB testing every two years, tested TB-free prior to starting. May be subject to random drug screening. 6. Government-Furnished Property and Services: The following resources shall be provided: Standard Operating Procedures (SOP): Complete duty instructions, including emergency procedures, will be available at the duty post. SOPs shall not be removed or reproduced without authorization. Guard Area: Continuous patrol of floors 1, 2, and 3 of Building #2. Communications: A telephone and VA Police radio will be provided for emergency communication. Supplies: All required paperwork and contact with VA Police Desk for supplies. 7. Contractor-Furnished Property and Supplies: The Contractor shall furnish all uniforms, equipment, and supplies necessary to perform the services, except those provided by the Government. Uniforms shall be professional, in general use by large guard or police organizations, with appropriate badges, patches, and nametags. Guards may not enter on duty without proper uniform and accessories. 8. Fire Guard Duties: Observation of floors for smoke or fire signs. Assist VA personnel with evacuations. Interact professionally with the public, maintaining poise and self-control. Respond to emergencies per SOP and training, remaining calm and professional. Report hazardous conditions daily. Assist with injuries or illnesses on VA grounds. Perform services during the specified hours, with invoices paid only for actual hours on duty. 9. Contractor Furnished Training: The Contractor shall certify that each employee has completed required training before assignment and provide follow-up orientation 14 days after assignment. Certification shall be provided to the COR within 30 days. Annual training in fire and safety, infection control, disaster procedures, and privacy awareness shall be documented and provided to the COR. 10. Identification, Parking, Smoking, and Regulations: Employees shall wear visible ID badges, park in designated areas, and adhere to VA regulations. Smoking and possession of weapons are prohibited. Violations may result in citations in federal court. 11. Contracting Officer’s Representative (COR): The Contractor shall only accept instructions from the Contracting Officer. A COR may be appointed, with a Delegation of Authority letter. 12. Changes: Only the Contracting Officer has authority to make changes affecting the contract. Unauthorized changes are considered without authority, and no adjustment will be made. 13. Personnel: The Government reserves the right to accept or reject personnel. Performance or conduct issues shall be handled by the Contractor and/or the COR, with the final decision by the Contracting Officer. 14. Contractor’s Responsibilities: The Contractor shall maintain liability and property damage insurance, take precautions to protect persons and property, and comply with safety standards and regulations. 15. Safety and Fire Prevention: The Contractor shall implement safety precautions, correct deficiencies immediately, and comply with safety and fire regulations. The COR may stop work if deficiencies are not corrected. 16. VA Sensitive Information & Data Security Requirements: The Contractor shall not possess VA Sensitive Information. If acquired accidentally, it shall be reported to VA Police immediately. 17. Security Training: Contractors and sub-contractors shall receive annual privacy training per HIPAA standards, with proof provided upon request. Access to VA Information and VA Information Systems: Contractors shall not be granted access to VA information or systems under any circumstances. 19. Background Investigations: The required background investigation level is Low Risk/Tier 1. The Contractor shall submit forms for fingerprinting and security processing as instructed after award.
