The City of Dana Point Public Works & Engineering Department is seeking proposals for a five-year contract to operate and maintain its Trolley Service. - Government Buyer: - City of Dana Point, Public Works & Engineering Department - Products/Services Requested: - Operation and maintenance of the Summer Trolley Program, September Weekend Service, and Special Event Trolley Services - Management and maintenance of six ADA-compliant, compressed natural gas (CNG) powered trolley vehicles (28-person capacity) - Five vehicles are City-owned; one is leased (contractor must assume lease through June 2029) - Maintenance and readiness of two ADA-compliant, CNG-powered spare shuttle buses - Driver staffing, recruitment, training, and management - Preventive, routine, and corrective vehicle maintenance, including safety inspections, repairs, fueling, and technology upgrades - Regulatory compliance with OCTA grant funding, ADA, DMV, CHP, FTA, FMCSA, CARB, and other applicable requirements - Development and implementation of a real-time GPS trolley tracker app for iPhone and Android - Notable Requirements: - Contractor must assume the lease for one trolley vehicle through June 2029 - All vehicles must be ADA-compliant and CNG-powered - Compliance with multiple regulatory agencies and grant funding requirements - Smartphone app for live trolley tracking is required - OEMs and Vendors: - No specific OEMs are named for the trolley vehicles or technology - Potential service vendors include All Aboard America Holdings, MTM Transit, MV Transportation, Nationwide Fleet Installations, Pro Park, and RATP Dev USA - Subcontractors will not have a direct contractual relationship with the City - Joint ventures or partnerships may be considered non-responsive
Description
The City of Dana Point is soliciting proposals from qualified, licensed transit operations companies to provide operational transit and maintenance services for the City's Trolley Service. The contract term is proposed for five years, from 2027 to 2031, subject to City and City Council approval. The services include operation of the Summer Trolley Program, September Weekend Service, and all Special Event Trolley Services. Funding is supported by an OCTA Project V 2020 grant and subsequent Project V 2024 grant through approximately FY 2030-2031.
