Description
The U.S. Environmental Protection Agency (EPA) is proposing to revise the public participation regulatory requirements for sources subject to Clean Air Act (CAA) New Source Review (NSR) programs approved into State Implementation Plans (SIPs). The proposal recognizes that State and local air quality regulatory authorities determine the necessity and extent of public participation in minor NSR programs to ensure National Ambient Air Quality Standards (NAAQS) are met. If finalized, this rule would provide these agencies greater discretion in setting public participation levels for minor NSR programs, which regulate authorizations for constructing minor stationary sources and modifications to existing ones. The EPA is not revising public participation requirements for SIP development or major NSR programs.
