USDA Forest Service Solicits Pasture Fence Replacement and Installation at Finger Lakes National Forest

This opportunity is for the replacement and installation of pasture fencing at the Finger Lakes National Forest, managed by the USDA Forest Service. - Government Buyer: - U.S. Department of Agriculture (USDA), Forest Service, Region 9, Finger Lakes National Forest, CSA East 13 - Scope of Work: - Removal and disposal of old barbed wire fencing, posts, and associated materials - Clearing of fence lines and brush - Installation of new four-strand barbed wire fences, corner posts, gates (including 12ft panel and ride-through gates), and metal fence stays across multiple pastures - Work must maintain a closed perimeter during cattle presence and comply with environmental and safety standards - Products and Materials Requested: - Barbed wire (part number 7540-01-152-8067 specified for several line items) - Steel T-posts, galvanized stays, pressure-treated Southern Yellow pine wood posts (minimum 6" diameter for corners/gates), fasteners, staples, and wire gate fasteners - 12ft panel gates, ride-through gates, woven wire gates, mechanical gate closers - Quantities and Locations: - Bumpus pasture: 1,910 linear feet - South Velie pond: 502 linear feet, 1 panel gate - Campbell pasture: 8,895 linear feet, 2 panel gates, 1 ride-through gate - Auble pasture: 1,551 linear feet - Bailey pasture: 4,136 linear feet, 1 panel gate - North Wilkens pasture: 2,350 linear feet, 1 panel gate - Butcher Hill pasture: 9,452 linear feet, 2 ride-through gates - Unique/Notable Requirements: - All work must be completed between the end of one grazing season and the start of the next (May 15 to October 31 is cattle presence) - Compliance with Buy American provisions and anti-discrimination clauses - Performance and payment bonds required - Contractors are encouraged to inspect the site prior to quoting - OEMs and Vendors: - No specific OEMs or brand names are required; materials must meet detailed specifications - Set-Aside: - Total small business set-aside under NAICS 238990 (All Other Specialty Trade Contractors)

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 

Solicitation number 12445526Q0079 is issued as a Request for Quotes (RFQ) for construction services for GMF(FL) Pasture Fence Replacement. Work for this project consists of but is not limited to construction services to remove old broken pasture fence and clear the fence line of brush. Replace with new barbed wire fence, corner posts and gates. The work will be on several pastures at the Finger Lakes Nation Forest. These pastures are actively grazed during the summer months, and these fences are required to be functional to continue grazing. Contractors are strongly encouraged to inspect the location before submitting a quote

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 238990 - All Other Specialty Trade Contractors.  The small business size standard is $16,500,000.00  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quote which will be considered by the agency.
