The U.S. Department of Transportation (DOT) is extending its enforcement discretion regarding refund regulations for flights that are merely renumbered. This extension is valid for 1 year from July 7, 2026, expiring on July 7, 2027. The discretion allows airlines to not enforce refund requirements for renumbered flights if passengers are rebooked on a flight with a new number and the flight operates without significant change or delay. This extension provides time to complete pending rulemaking addressing the definition of a flight cancellation.
