THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research and determine industry interest. If a solicitation is released, it will be synopsized and posted at www.sam.gov. The Government will make the final determination for this acquisition based on the results this market research and the information available to the Government from other sources.

The Architect of the Capitol (AOC) is issuing a Sources Sought Announcement to evaluate the Agency’s current management capacity and governance structure to support a long-term, multi-billion-dollar Capital Construction Program. This announcement is to determine the interest, availability, and capability of firms to perform the work described below. The NAICS code for this procurement is 541611. The solicitation is scheduled to be issued on or about August/September 2026.
PROJECT ACTIVITIES
The project activities include but are not limited to –
Assessment -
•Review organizational structure and reporting relationships.
• Assess leadership roles related to capital planning, finance, facilities, procurement, and project management.
• Evaluate decision-making processes for capital projects.
• Identify existing program management capabilities.
• Assess internal coordination between departments (finance, facilities, legal, procurement, planning).
Develop a recommended governance structure with components such as -
• Executive steering committee
• Program oversight board
• Program management office leadership
• Cross-organizational integration with other legislative branch agencies

Please indicate what qualifications, certifications, or past experience uniquely qualifies the offeror's firm to perform the above-described work. Please indicate the team of potential subcontractors that would be used to support the offeror's effort.
Responses are limited to 10 pages. Responses are due July 21, 2026, by 5:00 PM (Eastern) and should be addressed to Michael Hoover, AOC Contracting Officer via email at michael.hoover@aoc.gov. The Government will not pay for any material provided in response to this Sources Sought nor return the data provided.
This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The results of this Sources Sought will be in effect for a period of one year from the date of this notice.
