The Four Rivers Sanitation Authority (FRSA) is seeking bids for a comprehensive Plant Roadway Replacement project at its Waste Water Treatment Plant in Winnebago County, Illinois. - Scope includes: - Demolition, earthwork, and extensive pavement replacement (Portland Cement Concrete and Hot-Mix Asphalt) - Sidewalk construction, curb and gutter work, stormwater management, utility relocations, landscaping, and site lighting - Installation and removal of chain link fences and gates, fire hydrants, signage, and light poles - Electrical and fiber optic conduit and cabling, including PVC conduit (with and without conductors) - Site restoration, erosion control, and environmental compliance - Key product line items: - Portland Cement Concrete Pavement (8" jointed, 3,065 sq yd) - Aggregate Base Course (10" and 12"), Hot-Mix Asphalt, Precast Reinforced Concrete Flared End Sections - Chain Link Fence (removal and installation), Barrier Gates, Fire Hydrant with 6" Valve and Valve Box - PVC Conduit (1", 2", 4"), Light Poles and Foundations, Sign Panels, Storm Sewers (various sizes) - Key service line items: - Construction layout, removal and disposal of unsuitable material, landscape boulder relocation, removal of abandoned tanks, electric meters, light poles, sign assemblies, catch basins, and manholes - Adjustment and reconstruction of sanitary manholes, seeding and fertilizing, traffic control, erosion barriers, and temporary facilities - Unique requirements: - Compliance with Illinois Department of Transportation (IDOT) standards, Illinois Environmental Protection Agency (IEPA) NPDES permit, and Illinois Urban Manual for soil erosion and sediment control - Coordination with local utilities (AT&T, Comcast, City of Rockford Engineering and Water, J.U.L.I.E.) - Adherence to Illinois labor laws, apprenticeship programs, prevailing wage, and environmental permits - Contractor must provide temporary restroom facilities, maintain access to hazardous waste site, and follow specific working hours and outage protocols - No specific OEMs are named; all materials and equipment must meet the standards outlined in the provided specifications and plans.
