The Defense Counterintelligence and Security Agency (DCSA) is seeking a contractor to provide nationwide electronic fingerprint data deliverables for Trusted Workforce 2.0 Rap Back enrollment. - Government Buyer: - Defense Counterintelligence and Security Agency (DCSA), Fingerprint Transaction System (FTS), managed from Quantico, VA, with place of performance in Boyers, PA - Products/Services Requested: - Up to 300,000 formatted, digitized electronic fingerprint data files (.EFT format preferred, .SUB as fallback) - Files must comply with FBI Electronic Biometric Transmission Specification (EBTS) standards - Each file must include Type-4 fingerprint images (10 rolled, 1 plain left/right four-finger, 1 plain left/right thumb) - Fingerprints must be captured using hardware/software from the FBI Certified Products List - Secure transmission required via DoD-approved SWFT system with encryption and PKI authentication - Turnkey network of biometric capture stations within 50 miles of major U.S. metro areas, capable of processing 43,000+ files daily - Generation of electronic payment bypass vouchers for NISP personnel (no out-of-pocket cost) - Unique/Notable Requirements: - Only files successfully transmitted and accepted by DCSA FTS are billable - Firm-fixed-price contract based on accepted deliverables - No guaranteed minimum quantity; estimated 300,000 units for evaluation - Voucher codes expire at contract end and unused codes are not billed - OEMs: - No specific OEMs named, but all fingerprint capture hardware/software must be on the FBI Certified Products List - Vendors: - No specific vendors named; open to qualified biometric service providers
