NASA is seeking specialized services to support the development and modification of Lightning Launch Commit Criteria (LLCC) and associated rationale for launch safety: - Government Buyer: - National Aeronautics and Space Administration (NASA) - NASA Shared Services Center (NSSC) - Work performed at Kennedy Space Center - Services Requested: - Development and modification of NASA Lightning Launch Commit Criteria and rationale documentation - Expert participation on the Lightning Advisory Panel (LAP) to provide research, recommendations, and documentation - Support includes: - Attendance at one approximately 3-day meeting at Kennedy Space Center - Participation in 12-22 teleconferences - Involvement in sub-committees and preparation of action items - Delivery of research and recommendations to inform LLCC - Travel expenses for the in-person meeting are separately priced - Requirements: - PhD-level expertise in atmospheric electricity or related STEM fields is required for panel members - The effort is intended as a sole source contract to Amitabh Nag, identified as the sole provider - No specific OEMs, products, or part numbers are involved; this is a highly specialized service procurement - NAICS code: 541715 (Research and Development in the Physical, Engineering, and Life Sciences)

NASA/NSSC has a requirement for Develop/modify NASA Lightning Launch Commit Criteria & associated rationale.

NASA/NSSC intends to issue a sole source contract to Amitabh Nag under the authority of FAR 12.102(a). It has been determined that Amitabh Nag 56 Confianza ST White Rock New Mexico 87547 – 3472 United States is the sole provider of Develop/modify NASA Lightning Launch Commit Criteria & associated rationale

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Kennedy Space Center (KSC). The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/9/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
