Utility Building Wall and Ceiling Repairs with Jotun, Mapei, and USG Boral Products at US Consulate Dubai

• The U.S. Department of State's American Consulate General Dubai is seeking contractors for comprehensive repair and painting services for the Utility Building and associated areas.
• Government buyer: U.S. Department of State, American Consulate General Dubai, General Services Office (GSO).
• OEMs specified: Jotun (paints and coatings), Mapei (waterproofing), USG Boral (joint filling compound or equivalent).
• Products and materials requested:
  • Jotun NCS1003-Y45R Jotashield Tex Medium paint (interior and exterior walls)
  • Planiseal 88 waterproofing (Mapei or equivalent)
  • Jotun PVA primer
  • Jotun stucco putty or equivalent
  • Command Waterborne acrylic gloss (for metal doors)
  • Jotun S1510-Y40R (for parking garage walls)
  • Jotun milky white matt paint (for ceilings)
  • USG Boral joint filling compound or equivalent
• Scope of work includes:
  • Repair and paint 890 m2 of interior walls
  • Repair and paint 950 m2 of exterior walls (including plaster, power washing, metal painting, joint sealant)
  • Repair and paint 450 m2 of ceilings (drywall and concrete across multiple areas)
• Notable requirements:
  • DBA insurance coverage
  • 1-year warranty on all work
  • VAT (5%) to be included as a separate line item
  • Proposals must be in English; site survey attendance limited to one representative per company
  • Submission of Emirates ID, company name, and trade license required
  • Award will be made to the lowest priced, responsible offeror, potentially without discussions

Description

The U.S. Government intends to award a contract/purchase order to the responsible company

submitting an acceptable offer at the lowest price. We intend to award a contract based on initial

quotations, without holding discussions, although we may hold discussions with companies in the

competitive range if there is a need to do so.

A site survey will be held at US Consulate, Bur Dubai, Dubai at 09:00 AM (UAE time) on 13

July 2026. Interested bidders shall provide following details of their representatives by 03:00 PM

(UAE time) on 9 July 2026.

• Emirates ID / (Copy)

• Name of the Company

• Trade License of Company – as described in Section 3

Attendance is limited to only one (1) person per company

Last date for receipt of the questions is 03:00 PM (UAE time) on 15 July 2026. Quotations are

due at 03:00 PM (UAE time) on 27 July 2026. No quotations will be accepted after this time.

Proposals must be in English and incomplete proposals will not be accepted.
