The National Transportation Safety Board (NTSB) is seeking a contractor to provide radiological services in support of accident investigations. - Government Buyer: - National Transportation Safety Board (NTSB), Office of Aviation Safety, Aviation Engineering Division - Acquisition Division (CFO-30) - Services Requested: - Radiological scanning and imaging services, including: - 225 kV Microfocus setup (CT and DR imaging) - 450 kV MiniFocus setup (CT and DR imaging) - 1 MV and 3 MV linear detector array slices (CT and DR imaging) - 6 MV and 9 MV setups (CT and DR imaging) - 6 MV Microbeam setup (CT and DR imaging) - Post-processing and image review - All services to be performed at the contractor's facility - Delivery of high-quality images in TIFF format - Contract Structure: - Indefinite Delivery Indefinite Quantity (IDIQ) contract - Firm-fixed-price task orders - Minimum guarantee of $1,500; maximum ceiling of $1,000,000 - Up to five years (one base year plus four option years) - Unique/Notable Requirements: - Contractor must provide all management, supervision, labor, materials, and equipment - Services must cover a wide range of energy levels (225 kV to 9 MV) - Post-processing and detailed image review required - No specific OEMs or part numbers are mentioned - Opportunity is open to all qualified vendors under NAICS 541380 (Testing Laboratories and Services)

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

This solicitation is a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, Testing Laboratories and Services, with a small business size standard of $19 million. This combined synopsis/solicitation is issued under full and open competition.

The National Transportation Safety Board ’s Office of Aviation Safety, Aviation Engineering Division is seeking to purchase radiological services in support of its accident investigations.

All interested companies shall provide proposals for the following:

Services The Contractor shall furnish all management, supervision, labor, materials, equipment, and any other items or services necessary to perform radiological services for the National Transportation Safety Board (NTSB) in accordance with Sections B-H. Services shall be performed at the contractor’s facility.
