The National Weather Service (NWS) Weather Forecast Office in San Juan, Puerto Rico, is seeking a contractor for critical facility upgrades: - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Weather Forecast Office, San Juan, PR - Scope of Work: - Replacement of three manhole covers and frames - Two covers must be made of recycled resin composite or glass fiber plastic - One cover must be made of cast iron - New covers must match existing manhole sizes - Includes excavation, removal, installation, site restoration, and disposal - Replacement of the main entrance security gate - Turnkey cantilever slide gate system - Heavy welded frame (2 3/8" x schedule 40), chain-drive activators, rollers with safety guards - Gate operator: LiftMaster SL3000501UL or equivalent - 35 programmable transmitters, 2 remotes - Concrete pad, safety photo beam, rainproof gooseneck pedestal with electronic keypad, intercom, gate camera, vehicle detection loops - Repainting of fence line to match existing - Products/Services Requested: - Manhole covers and frames (part number 7540-01-152-8067 referenced for at least one item) - Security gate system (LiftMaster SL3000501UL or equivalent specified) - Notable Requirements: - Compliance with Davis-Bacon Act and all applicable codes and standards - Small business set-aside (NAICS 238990) - Payment bond or irrevocable letter of credit required for awards over $35,000 - Detailed submittals, warranty, and site restoration required - Site visit recommended but not mandatory - All work must be completed within 90 days of Notice to Proceed

THERE IS NO INCUMBENT; THIS IS A NEW REQUIREMENT.CONSTRUCTION COMBINED SYNOPSIS/SOLICITATIONNon-personal services to replace manhole covers/frames (new frames must match the existing manhole sizes) and to replace the main entrance security gate at the National Weather Service (NWS) Weather Forecast Office (WFO) in San Juan, PR per the attached Statement of Work.(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.Solicitation number 1305M326Q0184 is issued as a request for quotation (RFQ), for the replacement of three manhole covers/frames and main entrance security gate at the NWS in San Juan, PR.This acquisition is set-aside for small business concerns. The associated NAICS code is 238990. The small business size standard is $19.0M. This solicitation incorporates provisions and clauses by reference.
