NAVSUP Fleet Logistics Center San Diego, representing the U.S. Navy aboard USS SOMERSET, is seeking small business contractors for the replacement and installation of a morgue cooler refrigeration unit. - Government Buyer: - U.S. Navy, USS SOMERSET medical space (1-110-2-L) - Designated Government Representative: HM1 Cesar Sanchez - OEM Highlight: - Heatcraft Refrigeration Products is specified as the manufacturer for the required unit - Products Requested: - Heatcraft Refrigeration Unit, Model PT0032MANAPNA - Factory-sealed R-290 Hydrocarbon refrigerant - 115V/1-Phase/60Hz, 2,900 BTU/h cooling capacity - Top-mount system, approx. 115 lbs - Quantity: 1 - Services Required: - Demolition and safe extraction of existing unit (utility isolation, site protection) - EPA-certified refrigerant recovery and environmental compliance (zero venting, Clean Air Act certificate) - Site and cutout preparation (clearance verification, insulation check) - Installation and mechanical sealing (hoisting, vapor sealing, vibration dampening) - Utilities and electrical integration (connection to 115V/20-Amp circuit, drain line installation) - Testing and commissioning (air defrost schedule, fan evaluation, temperature pull-down test) - Recovery, haul-away, and disposal of old unit (legal transport, compliance manifests) - Unique Requirements: - Strict safety and environmental compliance (EPA refrigerant recovery, Clean Air Act reporting) - Work must be completed within 1-2 calendar days (maximum 24 consecutive hours) - Installation must maintain morgue temperature between 35°F and 42°F - All work performed aboard USS SOMERSET in a secure medical space

The Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition.

Please include your business size and cage code in your submission. This is a sources sought for market research purposes. The Government’s requirement may change at any time. DO NOT submit proposals in response to this source sought.

SUBMISSION REQUIREMENTS

Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address; DUNS, and information regarding your company’s experience identifying: contracting agency, contract number, title, place of performance, years of performance, and value of contract per year. Interested firms should submit a document which furnishes information describing contractor capability to meet the requirement. The submissions should be Times New Roman, font size 12 and should not exceed five (5) one-sided, 8 " X 11" pages in Microsoft Word or PDF format to the contract specialist via email to: james.j.obbanya.civ@us.navy.mil. Submissions must be received via email no later than 5:00 PM Pacific Standard Time on Thursday, 9 July 2026. Questions or comments regarding this notice shall be posted to the Contract Specialist in writing and via EMAIL ONLY. No phone calls will be accepted.

This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by a company for capability statement preparation or marketing efforts; therefore, any cost in response to this notice is not considered an allowable direct charge to the Government.
