The Joint Security Cooperation Group-Panama (JSCG-P), operating the Jungle Operations Training Center (JOTC) at Base Aeronaval Cristobal, Colón, Panama, is seeking sources for the rental of Utility Terrain Vehicles (UTVs) to support training operations. - Government Buyer: - Agency: U.S. Government - Sub-agency: Joint Security Cooperation Group-Panama (JSCG-P) - Office: Jungle Operations Training Center (JOTC) - Products/Services Requested: - Six gasoline-powered UTVs for a six-month rental period - Four standard UTVs (side-by-side seating for four personnel) - Two extended-bed UTVs (side-by-side seating for two personnel, cargo beds capable of securing a six to seven foot litter) - All UTVs must be no more than two years old, off-road capable, delivered with full fuel tank, two keys, fire extinguisher, first aid kit, and reflective safety triangle - Rental and support services including delivery, pickup, scheduled and unscheduled maintenance, full insurance coverage, and compliance with Panamanian safety and environmental standards - Unique/Notable Requirements: - All vehicles must be fully insured and maintained by the contractor - Vehicles must comply with Panamanian safety standards - Contractor must ensure continuous operational availability and coordinate with the Contracting Officer Representative (COR) - Rental period is fixed at six months, with all services included - No specific OEMs or brands are mentioned; the government is open to any qualified manufacturer meeting the requirements

THIS IS A SOURCES SOUGHT NOTICE ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), OR REQUEST FOR PROPOSAL (RFP).

The Government is conducting market research to identify qualified sources capable of providing Utility Task Vehicles (UTVs) in support of operations at Base Aeronaval Cristobal, Colón, Panama.

The purpose of this notice is to identify capable sources, assess industry capability and availability, and obtain industry feedback regarding the anticipated requirement. This notice is issued solely for market research purposes and to provide industry with advance notice of a potential upcoming solicitation. A solicitation has not been issued at this time.

A draft Performance Work Statement (PWS) is attached for industry review. Interested vendors are encouraged to review the draft PWS and provide comments, recommendations, and information regarding their capability to satisfy the anticipated requirement.

Anticipated Requirement

The Government anticipates a requirement for:

Six (6) Utility Task Vehicles (UTVs). Two (2) of the six UTVs shall be equipped with extended cargo beds. Place of Performance: Base Aeronaval Cristobal, Colón, Panama. The Government anticipates a six month Period of Performance beginning on or about 31 July 2026.

The attached draft Performance Work Statement (PWS) provides additional details regarding the anticipated requirement. The anticipated Period of Performance is provided for planning purposes only and is subject to change.

Requested Information

Interested vendors are requested to provide the following:

Company name, UEI, CAGE Code (if applicable), and point of contact. A brief description of the company’s experience and capability to perform the requirement described in the attached draft PWS. Confirmation of the ability to provide six (6) UTVs meeting the draft PWS requirements, including two (2) UTVs with extended cargo beds. Estimated lead time from contract award to delivery or commencement of performance. Identification of whether the required UTVs are currently available in Panama or would require importation. Comments or recommendations regarding the draft PWS, including any requirements that may unnecessarily restrict competition or could be clarified. Identification of any anticipated risks, challenges, or logistical considerations associated with performing this requirement.

Response Instructions

The Government is particularly interested in identifying vendors capable of commencing performance on or about 31 July 2026.  Interested vendors shall submit responses electronically no later than 13 July 2026; 9:00 a.m. Central Time to: craig.d.dogger.civ@army.mil, erika.g.barrera.civ@army.mil, and vernon.d.shank.mil@army.gov.

Responses should be limited to five (5) pages, excluding product literature or brochures.

The Government will use the information received to support acquisition planning, refine the Performance Work Statement as appropriate, and determine the availability of capable sources. The Government anticipates issuing a solicitation shortly after completion of this market research. Interested vendors are encouraged to begin assessing inventory availability and mobilization capabilities in anticipation of the forthcoming solicitation.
