Description
Notice Of Intent to Sole Source:
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE), intends to award a firm fixed price sole source requirements contract to Parata Systems LLC. This acquisition will provide a non-personal service base requirements contract for an automated texting software service. The software service will send automatic notifications by text message to patients when their prescription is loaded into the IntelliCab Will-Call Solution system at participating Military Treatment Facility (MTF) Pharmacies. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, transportation, and services necessary to effectively, economically, and satisfactorily perform the required automated texting software service. See attached the draft Performance Work Statement (PWS) for more details.
This acquisition is being conducted under the authority of Revolutionary FAR Overhaul (RFO) (FAR) 12.102(a) Restricting Competition. Parata Systems LLC is the only known source capable of providing an automated texting software service that fully integrates with the proprietary architecture of the IntelliCab Will-Call Solution portfolio. Procuring a different system would result in unacceptable delays in fulfilling the agency's requirement and incompatible software that cannot trigger automatic notifications from the existing hardware infrastructure.
Submission of Capabilities This Notice of Intent is not a request for competitive quotes or a formal solicitation. However, any vendor that believes it can provide the required services and seamlessly integrate with the IntelliCab Will-Call Solution may submit a capability statement.
Capability statements must be submitted via email to the Point of Contact listed below no later than 12:00pm Eastern Standard Time (EST) July 13, 2026. The submission must include comprehensive technical data demonstrating the ability to meet the integration requirements without compromising the existing MTF pharmacy workflows. Capability statements shall be submitted as Microsoft Word or Adobe PDF attachment and must not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by closing of this notification of this synopsis will be considered by the government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
Base Requirement Contract Ordering Period and Task Order Period of Performance (POP):
The performance for Task Orders (TO) under the base requirements contract shall end on or before July 20, 2031. The base requirements contract may be extended under the authority of FAR 52.217-8, which would extend the TOs POP to January 20, 2032.
The POP for individual task orders issued under the base requirements contract shall be for one (1) year or less.
