DEA Sole Source Renewal: SMART Satellite PTT Service & Starlink Terminals

This notice details the DEA's intent to renew and expand its specialized satellite Push-to-Talk (PTT) communications services and equipment for emergency and contingency operations: - The Drug Enforcement Administration (DEA), Office of Investigative Technology - STSC, seeks to award a sole source contract to NIC4, Inc. (Network Innovations) for: - Renewal of the NIC4 Satellite Mutual Aid Radio Talk-Group Service (SMART), which provides unique, interoperable PTT communications for Federal, State, and local law enforcement and emergency responders - Continued service and support for MSAT G2 Satellite PTT Radios - Procurement of Starlink High-Performance Terminals and Starlink Mini Satellite Terminal packages, all requiring integration with the SMART group service - The period of performance for the SMART service renewal is August 7, 2026, through August 6, 2027 (one year) - The estimated contract value is $401,797.40 for the service renewal - NIC4, Inc. is identified as the sole provider capable of delivering the required SMART talk-group services - While this is a sole source notice, vendors who believe they can provide equivalent systems and services may submit capability statements for consideration - No specific quantities or part numbers are provided for the hardware, but the service renewal is for one unit/contract year - The procurement is not a competitive solicitation, but alternative solutions must provide the same unique interoperability and group service features

D-26-ST-0063 - NOTICE OF INTENT

The Drug Enforcement Administration (DEA) intends to negotiate a sole source firm fixed purchase order with NIC4, Inc., Network Innovations, U.S. Govt., 5123 Pegasus Ct. Suite X, Frederick, MD 21704 for the purchase of continued service of MSAT G2 Satellite PTT Radios with Satellite Mutual Aid Radio Talk-Group Service (SMART). To include Starlink High-Performance Terminals and requires the continuation of services and for the purchase additional Starlink Mini Satellite Terminal packages and will require the same SMART group service for those terminals. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 5.207 (c) (16) (ii), vendors that feel they can provide the systems necessary to support and meet the Government’s requirement, may submit a capability statement which will be considered by agency.   

Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above to robert.j.radke@dea.gov and be received by the archive date of this notice.

A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c), the Sole Source Documentation is attached.

This notice does not oblige the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
