This SOURCES SOUGHT ANNOUNCEMENT # W912DW26R1C32 is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a service project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information.   

Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; to the 237990, Other Heavy and Civil Engineering Construction, PSC code YIPZ- Construction of Other Non-Building Facilities, and Small Business Size Standard $45 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After reviewing the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on SAM.gov (www.SAM.gov). Responses to this announcement are not an adequate response to any future solicitation announcement.    Summary Scope of Work (SOW):

OVERVIEW: U.S. Army Corps of Engineers (USACE), Seattle District, replacement and modernization of major electrical distribution equipment at Chief Joseph Dam. The work includes, but is not limited to:

Mobilization and demobilization. Remove and dispose of existing 480VAC switchgear lineup SQ1, 4160/480V transformers, and 4160V feeder cables. Remove and dispose of existing embedded panelboard CQ2 and transformers TRCR2 and TRCR3. Remove and dispose of existing 480VAC switchboard lineups SQ3 and SQ3.1, 4160V feeder cables, and transformer TQ3. Remove and dispose of existing 480VAC switchgear lineups DSQ1 and DSQ2, transformers, and 4160V feeder cables. Remove and dispose of exposed conduit and cable tray as required. Supply and install new switchgear lineup SQ1, including transformers, 4160V feeder cables, and associated control cables. Supply and install new embedded panelboard CQ2 and transformers TRCR2 and TRCR3. Supply and install new switchboard lineup SQ3 and 120/208VAC panel SR3.1, including feeder cables and associated control cables. Supply and install new transformer TQ3, including switchboard CQ5, 4160V feeder cables, and associated control cables. Supply and install new switchgear lineups DSQ1 and DSQ2, including transformers, 4160V feeder cables, associated control cables, and 480VAC switchboards DCQ1 and DCQ2. Provide new local control panels for each switchgear lineup. Provide temporary power necessary to maintain critical loads during equipment replacement and cutover, including contractor-designed sizing and sequencing. Perform cutover from temporary to permanent feeders after installation of new equipment is complete. Provide commissioning support, startup assistance, and support for Government commissioning activities. Furnish O&M manuals, spare parts and accessories, final record drawings, and training.

Responses to announcement should include: 

A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 

MAGNITUDE OF CONSTRUCATION:

Construction magnitude is between $5,000,000 and $10,000,000. 100 percent payment and performance bonds will be required.   

REQUIREMENTS:  Interested firms should submit a capabilities package, to include the following:  1. Firm's name, address, point of contact, phone number, and email address.  2. CAGE code and Unique Entity ID (UEI) number.  3. Firm's interest in bidding on the solicitation if issued.  4. Business classification: Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business (HUBZone), 8(a) Program.   5. Firm's joint venture information (if applicable).

7. Submit three projects that demonstrate Contractor’s ability to replace the distribution equipment at Chief Joseph Dam 480V SQ1 & SQ3, DSQ1 & DSQ2. Project information submitted shall contain:

•           Project Name/Title;

•           Contract awarded amount;

•           Project location;

•           Project start date;

•           Project completion date;

•           Contractor shall provide a detailed description of the following: The completed projects scope and complexity, how it compares to Chief Joseph’s scope of work and CPARs or performance rating.   All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above.
