Chingcuanco - Scope of Work: - Pre-feasibility study for energy resilience at Naval Base Camilo Osias, Lal-lo Airport, and Camp Melchor Dela Cruz - Includes technical and logistical site evaluation, physical inspections, stakeholder engagement, technology and reliability analysis (solar PV, wind, diesel, battery storage, microgrid controllers), load profiling, advanced system integration, system control requirements, economic analysis, futureproofing, and implementation planning - Deliverables: site selection plan, site assessment report, pre-feasibility study, and options playbook for each community - Requirements: - Bidders must demonstrate expertise in data analysis, site/resource assessment, Philippine regulatory frameworks, and stakeholder engagement - Strict separation from any construction phase; study only - Compliance with Philippine Distribution Code and ERC/DOE microgrid guidelines - Exclusion of covered technologies (e.g., Huawei, ZTE, etc.) - Proposals must be Geocode 937 compliant and include fixed-price, milestone-based cost proposals - OEMs and Vendors: - No specific OEMs or vendors are named; the procurement is for technical study services only - Contract Details: - One-off purchase agreement - 3-month contract term from award date - Milestone-based deliverables; no option years
