Description

SINGLE SOURCE JUSTIFICATION FOR PRODUCTS, SERVICES AND CONSTRUCTION

1. Title of Procurement

Customs and Border Protection (CBP) Air and Marine Operations (AMO) procurement of Troll branded equipment in Support of the Aircraft Video Downlink (AVDL) system. Purchase request number AC-26-03727

2. Nature of Procurement Action

The Federal Aviation Administration (FAA) proposes the acquisition of Troll Systems equipment through Single Source procedures.  The proposed vendor is Troll Systems, 24950 Anza Drive, Valencia, CA 91355 (SAM UEID NKHRJR5PMKL3).  Troll Systems is the only known source that can provide the equipment necessary for the AMO AVDL system that can satisfy this requirement.

3. Description of Supplies/Services

Under an inter-agency agreement with DHS, the FAA is responsible for lifecycle support of Air and Marine Operations (AMO) Aircraft Video Downlink (AVDL) ground receive stations. The aircraft transmitting video to these stations has undergone a technical refresh and now are being delivered with Troll Systems video equipment. The existing terrestrial site receiving equipment is required to maintain serviceability.  For this effort, the FAA is looking to process an Indefinite Delivery / Indefinite Quantity (ID/IQ) type contract to support the required system upgrade.  As the AVDL program is expected to utilize the Troll Systems equipment into the foreseeable future, it would be most effective to put the ID/IQ contract in place to provide more efficiency for future efforts, including the procurement of spares and repairs.

4. Authority

Authority for single source procurement is provided by AMS policy section 3.2.2.4.

5. Market Analysis

A formal public announcement was posted to the System for Award Management website (SAM.gov) on March 30, 2026, with a response due date of April 6, 2026.  Troll Systems (the OEM) was the only vendor that responded to the Market Survey. No other entity responded to the posting.  The Notice ID for the posting is 6973GH26CBPTROLLRADIOEQUIPMENT.

Additional Market research was performed using the Internet, which helped determine the estimated amounts required for this effort. Based upon Troll Systems being the OEM of the system and provided the only response to the formal Market Survey along with additional market research, Troll Systems is the only source that can provide the required equipment and services to meet the need for this effort.

6. Rationale Supporting Use of a Single Source

Troll Systems is the Original Equipment Manufacturer for the Troll X750 Remote Site Controllers. Troll Systems does not have any resellers or distributors for their equipment.  For the AMO Terrestrial Sites to serve their intended purpose, the configuration must be the same across the ground stations in the field. As the aircraft are now equipped with the Troll Linkbox, the optimal receive site configuration (antenna controllers and receivers) must be Troll. There is not another government contract that can satisfy this requirement. Troll does not have a network of distributors and is the sole source of this equipment.

This award is being processed under Single Source Procedures, based upon the vendor’s knowledge and

experience in this type of equipment and configuration as the Original Equipment Manufacturer (OEM). The

current request is also urgent in that, without a contract vehicle in place, the AVDL system is not operating at full capacity. It is expected that in the Base Year, several systems will be procured and deployed across the AVDL program.

Specialized Expertise.   Troll Systems is the only known vendor that can provide the appropriate parts and services to ensure a proper fit and function for the AVDL system, ensuring proper operation for the end user. Due to the uniqueness of the components of AVDL, Troll Systems knowledge and expertise is the only known source that will satisfy the needs of the Government.

As the OEM of the design and maintenance of the tracking system, Troll Systems’ expertise is needed to ensure proper configuration. Without acquiring these parts and services, AVDL systems would be inoperable and the CBP Agents will be unable to surveil in sensitive operational areas.

Time Constraints.  The equipment and configuration services are needed immediately to support the CBP AVDL system for many special events.  The equipment is deployed on CBP aircraft (fixed wing and helicopters) to surveil special events including sporting events such as the Super Bowl and other high-profile events. The previous equipment has become obsolete, and the Troll equipment is the upgrade replacing the older system. Thus, this contract is needed to ensure these systems remain in operational status.

Without this effort, illegal threats will continue to enter the United States undetected and cause harm to the United States and citizens. This includes the smuggling of people (e.g. – human trafficking with examples shown below), deaths caused by drugs (e.g. – fentanyl deaths as stated below) or harm from weapons (e.g. – information on weapons as shown below). In the case of weapons smuggling, the threat is greater for weapons to be trafficked from the United States.

Patents, Proprietary Data, and Unique Items.  Troll Systems is the only known source that can provide the required parts and repair services as parts are proprietary to Troll Systems and only Troll Systems has the specifications information.

When these systems were procured, the Government did not purchase all necessary technical, logistics, and maintenance data needed to support this requirement.  The data and knowledge necessary to manufacture and repair these parts are the exclusive proprietary property of Troll Systems.  Troll Systems has not licensed this data or knowledge to any other vendors.  Troll Systems will not sell or otherwise provide data, knowledge, or other intellectual property necessary to compete the required support.  The proprietary nature of this requirement was confirmed through a proprietary letter from Troll Systems dated June 17, 2026.

7. Other Facts Supporting Use of Single Source

At this time and due to configuration requirements, the Troll Systems brand equipment is the only equipment that will satisfy the need of the CBP AMO program.  If CBP revises the system in the future, the FAA will support through proper Acquisition Management System (AMS) procedures to ensure competition is utilized to maximum extent.
