The U.S. Army Corps of Engineers (USACE) Los Angeles District is seeking to lease fully serviced retail/office space in Bullhead City, Arizona for an Armed Forces Career Center. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Los Angeles District, Real Estate Contracting Officer (Mr. Greg Boniface) - Space Requirements: - Lease of existing Class A or B retail/office space - Size: Minimum 552 net/usable sq ft, approximately 950 gross sq ft, up to 1,050 rentable sq ft - Location: Within specified boundaries in Bullhead City, AZ - Lease term: Up to five years, full-service lease - Facility Features: - 24-hour unrestricted access, including weekends and federal holidays - Dual ingress/egress (primary and secondary access) - Lighted on-site parking for at least two government vehicles (24/7), plus additional parking for employees and visitors during business hours - Direct exterior exit access - Communications infrastructure - Facility must not be near bars, nightclubs, or establishments producing injurious odors - Services and Build-Out: - Janitorial services (twice weekly, plus periodic deep cleaning) - Maintenance, utilities, and security systems included - Security systems: Video Intercom Entry Control (Aiphone IXG Series), CCTV with Network Video Recording (Hanwha Wisenet system), door access control, and monitoring systems compliant with 2019 N.D.A.A. prohibitions on certain foreign equipment - Design, construction, and build-out to meet USACE specifications (HVAC, plumbing, electrical, fire protection, accessibility, signage, etc.) - Compliance with fire protection, accessibility, environmental, and historic preservation requirements - No specific OEMs or vendors are named for the lease, but security system brands Aiphone and Hanwha are specified for equipment - Notable Requirements: - Security equipment must comply with federal prohibitions on certain foreign-made products - Lease includes government rights for alterations, inspections, and acceptance milestones - Government may terminate with at least 90 days' notice; obligation is contingent on appropriated funds

Description

The Los Angeles District, U.S. Army Corps of Engineers is seeking to lease a one suit with no less than 552 net/usable to approximately 1,050 gross/rentable square feet (gross square feet to include any common area factor) of existing Class A or B retail space, in Bullhead City, Arizona and within the defined Delineated Area (DA) boundaries below:

Northern Limit:           State Line: Colorado River/Laughlin Ranch Blvd

Southern Limit:           Bullhead Pkwy                                              

Eastern Limit:             Bullhead Pkwy                                                                      

Western Limit:            State Line: Colorado River

The Government’s desire is for a full-service lease of Retail space for an Armed Forces Career Center for a term not to exceed five (5) years with Government termination rights. 

Offered space must meet Government requirements per the terms of the Government Lease.  Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to this advertisement.   

Adequate mass transit (buses, trains, rail cars) for the public within three walking blocks is highly desired.

REQUIRED

--Spaces MUST offer both a primary and a secondary point of ingress/egress.

--Lighted, non-exclusive or reserved on-site parking for number (03) marked government owned vehicles must be provided for on 24 hours 7 days a week basis.  Additional lighted parking must be available during business hours, weekends and holidays, for approximately number (03) employee vehicles and visitors/recruit candidate parking.

--Must use the Government Lease.

--The military services shall have the right to use space beyond normal working hours and, if required, on Saturdays, Sundays, and Federal holidays.  This includes the use of elevators, lights, toilet facilities, and, if necessary, heating and air conditioning.

--Armed Forces Recruiting Facilities are only located in defined geographical areas that contain businesses and other establishments that are of a compatible nature.  Under no circumstances will be these facilities to be in areas where sexually oriented businesses, bars, nightclubs, liquor stores, smoke shops, marijuana dispensaries etc. or other business that produce injurious odors detectable with the leased spaces. Placement near these establishments can hamper overall production of the office or cause concern for the safety of the personnel stationed there and their visitors.

Proposals are due no later than 5:00 pm (Arizona Time) on July 20th, 2026

Responses must include at a minimum:

*Completed, signed and dated Proposal to Lease Space form,

- As-built floor plan drawing

- Site plan showing location and available parking

- Digital photo of street view of property
