USACE Solicits Lease of Professional Office Space with Advanced Security and Building Services in Tucson, AZ

The U.S. Army Corps of Engineers (USACE) is seeking to lease a fully serviced professional office space in Tucson, Arizona for an Armed Forces Career Center. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Los Angeles District - Real Estate Contracting Officer (RECO): Mr. Greg Boniface - Lease Requirements: - Space: 1,000 to 1,620 rentable square feet - Location: Tucson, Arizona, within specified boundaries - Lease Term: Up to five years, with renewal options and government termination rights - Full-service lease including janitorial, HVAC, fire protection, and security systems - 24-hour unrestricted access, including weekends and holidays - Parking: Lighted, on-site parking for three government vehicles (24/7), plus additional parking for employees and visitors - Communications: Infrastructure for DSL, T1, or satellite dish - Security: Installation of Aiphone IXG Video Intercom Entry Control, CCTV/NVR systems (must comply with 2019 NDAA prohibitions on certain foreign equipment) - Fire Protection: Fire alarm and sprinkler systems per NFPA standards - Janitorial: Twice-weekly cleaning with detailed protocols - Accessibility: Must meet environmental, historic preservation, and accessibility standards - Proximity: Must not be near bars, nightclubs, liquor stores, smoke shops, marijuana dispensaries, or businesses producing injurious odors - Mass transit: Access within three walking blocks is highly desired - Proposal Submission: - Respondents must provide a completed Proposal to Lease Space form, as-built floor plan, site plan, and digital street view photo - OEMs and Vendors: - Aiphone (for IXG Video Intercom Entry Control) - No other specific OEMs or vendors named; security equipment must not include prohibited foreign brands - Notable Requirements: - Advanced security and fire protection systems - Compliance with NDAA, NFPA, ANSI/ASHRAE, and other federal standards - Lease includes both space and integrated building services

Description

The Los Angeles District, U.S. Army Corps of Engineers is seeking to lease a suit with a total of 1,000 net/usable to a maximum of 1,600 gross/rentable square feet (gross square feet to include any common area factor), of existing professional office building, in the city of Tucson, Arizona and within the defined Delineated Area (DA) boundaries below:

Northern Limit: N Sahura Ave

Southern Limit: Euclid

Eastern Limit: Speedway and East 6th St

Western Limit: East Grant Road       

           The Government’s desire is for a full-service lease of Retail space for an Armed Forces Career Center for a term not to exceed five (5) years with Government termination rights. 

Offered space must meet Government requirements per the terms of the Government Lease.  Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to this advertisement.   

Adequate mass transit (buses, trains, rail cars) for the public within three walking blocks is highly desired.

REQUIRED

--Spaces MUST offer both a primary and a secondary point of ingress/egress.

--Lighted, non-exclusive or reserved on-site parking for three marked government owned vehicles must be provided for on 24 hours 7 days a week basis.  Additional lighted parking must be available during business hours, weekends and holidays, for approximately four employee vehicles and visitors/recruit candidate parking.

--Must use the Government Lease.

--The military services shall have the right to use space beyond normal working hours and, if required, on Saturdays, Sundays, and Federal holidays.  This includes the use of elevators, lights, toilet facilities, and, if necessary, heating and air conditioning.

--Armed Forces Recruiting Facilities are only located in defined geographical areas that contain businesses and other establishments that are of a compatible nature.  Under no circumstances will be these facilities to be in areas where sexually oriented businesses, bars, nightclubs, liquor stores, smoke shops, marijuana dispensaries etc. or other business that produce injurious odors detectable with the leased spaces. Placement near these establishments can hamper overall production of the office or cause concern for the safety of the personnel stationed there and their visitors.

Proposals are due no later than 5:00 pm (Arizona Time) on July 20th, 2026.

Responses must include at a minimum:

- Completed, signed and dated Proposal to Lease Space form,

- As-built floor plan drawing

- Site plan showing location and available parking

- Digital photo of street view of property
