NAVSUP WSS requests that contractors submit a quote that includes either a firm-fixed price or TT&E pricing with estimated costs to repair this item. Repair Turnaround Time (RTAT): the contractual delivery requirement is measured from asset return to the date of asset acceptance under the contract terms. Return is defined as physical receipt of the F-condition asset at the contractor’s facility as reflected in the Action Date in the Commercial Asset Visibility (CAV) system. The contractor must report all transactions by the end of the fifth business day after receipt, and the Action Date in CAV must reflect the actual receipt date. The contractor must obtain final inspection and acceptance by the Government within the RTAT. Proposals should reference the proposed RTAT and any capacity constraints. This contract/delivery order/purchase order/modification is issued by the Government when deposited in the mail, transmitted by facsimile, or sent electronically, including email. The Government’s acceptance of the proposal constitutes a bilateral agreement to issue this order. 1. Scope Articles to be furnished shall be repaired, tested, and inspected per the requirements section of this document. Items contracted for repair shall have a Statement of Work to ensure compliance with all repair procedures and requirements. Repair of: VALVE ASSEMBLY, MANU; NSN 1710-01-186-1391; Part Number 280529-0001; shall be performed according to applicable repair manuals, technical specifications, engineering orders, and drawings. Any deviation from approved procedures requires review and acceptance by the Basic Design Engineer, with waiver requests routed through the Local DCMA/ACO office. 2. Applicable Documents Not applicable. 3. Requirements 3.1 General This Statement of Work (SOW) establishes criteria for repair, testing, and inspection of the item, including component repair, replacement, reassembly, and testing to return units to a serviceable condition. 3.2 Definitions Contractor: The successful offeror awarded a contract, order, or project work order. Overhaul: Disassembled, cleaned, inspected, repaired, reassembled, tested, and returned to a Ready for Issue (RFI) condition per the repair/overhaul manual. Repair: Restored to RFI condition by replacing or repairing defective components and tested per the repair manual. 3.3 Scope The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Government-furnished property, including fixtures, jigs, dies, patterns, and special tooling, will not be provided unless specified. The contractor shall provide necessary facilities, labor, materials, parts, and test equipment to return items to RFI condition. RFI is defined as the condition allowing proper and reliable operation in an operational environment. All repairs/upgrades must be performed at the specified facility, following approved drawings and repair manuals. Changes to manuals, drawings, or specifications require PCO approval and must be documented. Items determined to be Beyond Economical Repair (BER) require written approval from DCMA before proceeding. Missing on Induction (MOI): If received missing SRAs, contractor must notify DCMA and obtain verification before repair. Replacing failed or missing SRAs involves specific procedures and approvals, especially for BER, BR, or MOI items. 3.4 Parts and Materials The contractor shall supply all parts and materials unless identified as Government Furnished Material (GFM). All parts must comply with latest drawings and specifications, and be new unless approved otherwise. Changes to parts or manufacturing sources require Government approval. Control over purchased parts and materials must be maintained, with inspection upon receipt. Cannibalization of units is not authorized unless approved. 3.5 Source and Location of Repair Source The contractor shall specify the name and location of the repair source, e.g., Marotta Controls Inc., Montville, NJ. 3.6 Contractor Quality Requirements The contractor shall establish a quality system conforming to ISO 9001/SAE AS9100. Maintain a calibration system meeting ANSI/NCSL Z540.3, ISO-10012-1, or equivalent. 3.7 Configuration Management The contractor shall maintain a configuration management plan per NAVSUP WSS provisions. 3.8 Markings Markings shall follow the contract specifications when applicable. 3.9 Storage The contractor shall provide proper enclosed storage for both awaiting repair and repaired assets to prevent damage. 4. Quality Assurance Provisions Not applicable. 5. Packaging Mil-Std 2073 packaging applies as specified elsewhere in the schedule. 6. Notes Not applicable.
