Description

1.0 PURPOSE OF THIS SOURCES SOUGHT

This Sources Sought Notice is issued solely for market research and acquisition planning purposes pursuant to FAR Part 10. This notice does not constitute a Request for Proposal (RFP), nor does it commit the Government to issue a future RFP or contract.  The Government is seeking to identify qualified sources, obtain capability information, assess subcontracting potential, and gather Rough Order of Magnitude (ROM) estimates to determine the appropriate acquisition strategy for procuring Integrated Solid Waste Management (ISWM) services at Naval Air Station Meridian, Mississippi (NASMER) and its Outlying Airfield Joe Williams (OLFJW), located in DeKalb, Mississippi. 

Disclaimer: Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Failure to provide all requested information will not automatically exclude a respondent from participating in any subsequent offerings should an opportunity transpire.  All information submitted in response to this announcement is strictly voluntary.  The Government will not compensate respondents for any costs incurred to develop or supply the information requested within this notice, nor will the Government compensate respondents for any costs related to follow-on information requests.

2.0 REQUESTED INFORMATION (ALL RESPONDENTS)

To assist the Government in conducting its market analysis and understand current industry pricing.  Interested parties are asked to submit the following information:

Rough Order of Magnitude (ROM): Provide a non-binding ROM estimate for the complete execution of the technical specifications stated within the draft Performance Work Statement (PWS). Respondents are to complete the ROM pricing template found on the last page of the sources sought questionnaire. The ROM is for Government planning purposes only and will not be evaluated as a competitive quote.

Sources Sought Questionnaire: All respondents are asked to complete questionnaire items 1-5. (see attachment) The questionnaire conveys instructions for responding to this notice, provides a template ROM, and draft PWS citing ISWM technical specifications.

Capability Statement: Must include a compliance narrative and a prospective teaming/subcontracting declaration which aligns with the size status of your firm (i.e. 3A or 3B) and proof of past performance. All respondents should possess the current relevant qualifications, experience, personnel, equipment, and capacity to perform ISWM services for NASMER and OLFJW. 

3.0 SOCIOECONOMIC CAPABILITY REQUIREMENTS

When declaring a firms Small Business Administration (SBA) size status for NAICS, 562111-Solid Waste Collection be sure that the response addresses only one of the two subsections listed below. (size standard $47,000,000.00)

3A. FOR SMALL BUSINESS RESPONDENTS: If you are responding as a Small Business, your Capability Statement must explicitly address your capacity to comply with FAR 52.219-14, Limitations on Subcontracting.

Compliance Narrative: Detail how your firm intends to ensure that it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

Prospective Teaming/Subcontracting List: Please identify any prospective subcontractors or teaming partners you anticipate utilizing. For each, indicate their estimated percentage of work and their socioeconomic size status. (Note: Identification of "similarly situated entities" is highly encouraged to assist the Government in determining the viability of a set-aside).

3B. FOR OTHER THAN SMALL (LARGE) BUSINESS RESPONDENTS: If the Government determines that a small business set-aside is not viable, this requirement may be solicited under full and open competition. If the resulting award value exceeds $900,000.000 compliance with FAR 52.219-9, Small Business Subcontracting Plan, will be required.

Compliance Narrative: Describe your firm’s historical capability and proposed approach to maximizing subcontracting opportunities for Small Businesses, SDBs, WOSBs, HUBZones, and SDVOSBs for this specific requirement.

Prospective Teaming/Subcontracting List: Please identify potential small business subcontractors, socioeconomic categories, or academic institutions you intend to target for participation to meet the statutory goals of a subcontracting plan.
