US Secret Service Solicitation for Explosive Odor Detection Canines (Labrador Retrievers)

The U.S. Secret Service, Special Operation Division, is seeking to establish a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for explosive odor detection canines for personnel screening. - Government Buyer: - United States Secret Service (USSS), Special Operation Division, Detection Canine Team - Products/Services Requested: - Up to 64 explosive odor detection canines (Labrador Retrievers, no older than 2 years) - Initial task orders: 4 canines (first delivery), 6 canines (second delivery), 6 canines (third delivery) - Each delivery requires a candidate pool larger than the number to be delivered (e.g., 7 for 4 delivered, 10 for 6 delivered) - Unique/Notable Requirements: - Canines must be trained for personnel screening and meet specific temperament and training criteria - 1-year unconditional warranty on each canine - Vendors must participate in the DHS Domestic Breeding Consortium - Facility and delivery requirements must be met - Lead times of 12 to 18 months for breeding and development - No specific OEMs or commercial vendors are named; the procurement is open to qualified canine providers - All requirements and specifications are detailed in the Statement of Work

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 70US0926Q70092749 is issued as a Request for Quotation (RFQ) for Personnel Screening Canine.  

The Government intends to awad a 5-year Indefinite Delivery Indefinite Quanitty Contract to the offeror who represents the best value to the Government based on the criteria outlined in the attached Soliciation. 

Question Submission: All questions regarding this solicitation shall be submitted in writing via email to the Contracting Specialist at melissa.chabot@usss.dhs.gov and the Contracting Officer Jade Gaston at jade.gaston@usss.dhs.gov no later than 11:00 AM Eastern Standard Time (EST), July 7, 2026. Responses to questions will be provided via an amendment to the solicitation.

Quote Submission: Quotes shall be submitted in writing via email to the Contracting Specialist at melissa.chabot@usss.dhs.gov and the Contracting Officer Jade Gaston at jade.gaston@usss.dhs.gov. Quotes shall be received no later than 11:00 AM Eastern Standard Time (EST), July 10, 2026. Late submissions will not be considered.

Quotes shall addressed all aspects of the attached Statement of Work and shall include the per canine price for the base period and each option period.
