The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) is issuing a pre-notice for an upcoming Request for Qualifications (RFQ) to identify organizations interested in serving as Service System Managers (SSMs) for Integrated Employment Services (IES) across Ontario. The RFQ is anticipated to be released in July/August 2026 and is a pre-qualification step only, not resulting in contract awards. Successfully pre-qualified organizations will be eligible for direct invitations to future Calls for Proposals (CFPs) expected in 2027 and 2028, with potential additional opportunities. The RFQ will detail requirements and evaluation criteria, including organizational capacity and service delivery experience.
