The Hawaii State Department of Health, Early Intervention Section, is seeking a contractor to serve as the Early Childhood Comprehensive System of Personnel Development (CSPD) Lead for the state. - Government Buyer: - State of Hawaii, Department of Health, Early Intervention Section - Scope of Work: - Contractor will coordinate, implement, and manage all aspects of Hawaii's CSPD efforts for the early childhood workforce (birth to five years, special health needs) - Responsibilities include project management, meeting facilitation, stakeholder engagement, research, business plan updates, outreach material development, and maintaining the CSPD website - Collaboration required with CSPD Leadership Team, workgroups, and partners such as Early Childhood Action Strategy (ECAS) and Department of Education IDEA Part B - Must have a Hawaii-based office on Oahu, minimum of a bachelor's degree or equivalent experience, and willingness to travel between islands and to the U.S. Mainland - Demonstrated expertise in early childhood systems, project management, and stakeholder collaboration required - Contract Structure: - Initial contract year with up to four annual extension options (potential total of five years) - No specific OEMs or commercial vendors are named, as this is a service-based opportunity - All work must comply with state and federal requirements

The Hawaii State Department of Health, Family Health Services Division, Children with Special Health Needs Branch, Early Intervention Section is seeking a qualified contractor to serve as the Early Childhood Comprehensive System of Personnel Development (CSPD) Lead. The contractor will work closely with the CSPD Leadership Team and Workgroup Teams, including various government and nongovernment partners, to design and sustain a CSPD for the Early Childhood workforce supporting children from birth to five years old with special health needs and their families in Hawaii. The role involves coordination, project management, facilitation of meetings, stakeholder engagement, research, business plan updates, and maintaining the CSPD website. The contract spans multiple years with options for extensions.
