The City of Palmdale is seeking proposals from qualified professional firms to conduct a fully compliant Department of Transportation (DOT) drug and alcohol testing program. Services include full Consortium/Third-Party Administrator (C/TPA) oversight, including preemployment, reasonable suspicion, random, return-to-duty, post-accident, and follow-up testing. The program must comply with 49 CFR Part 40 and all applicable modal regulations. The contract term is three years with two optional one-year extensions, and vendors must comply with all requirements of the FMCSA Drug & Alcohol Clearinghouse.
